COMMISSIONERS PRESENT: Ronald Gonzales, Charles Heaukulani, Gregory Henkel, Wallace A. Ishibashi, Jr., Myles Miyasato, Stephen Ono, and Raylene Moses. ALSO PRESENT: Duane Kanuha (Planning Director), Margaret Masunaga (Deputy Corporation Counsel for the Windward Planning Commission), William Brilhante (Deputy Corporation Counsel for the Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), Maija Cottle (Staff Planner), and Sarah Hata-Finley (Secretary). And approximately 14 people from the public in attendance. APPLICANT: KRISTIN JONES CREWS (USE 14-047) Application for a Use Permit to allow the establishment of a three-bedroom bed and breakfast operation within an existing three-bedroom dwelling and proposed one-bedroom ‘ohana dwelling situated on approximately 20,000 square feet of land within the Single-Family Residential (RS- 20) zoning district. The property is located within the Mauna Loa Estates Subdivision on the th south (makai) side of 6 Street between Jade Avenue and Ruby Avenue, Volcano, Puna, Hawai‘i, TMK: 1-1-009:067. GONZALES: All right. Next is number four, Applicant Kristin Jones Crews, Use Permit 14-047. Go ahead. COTTLE: Thank you, Mr. Chair. The next application is a request for a Use Permit. The subject property is located in the Puna district, in the Mauna Loa Estates Subdivision, which is located near Volcano Village. If I can direct your attention to the screen, you can see the subject property is identified by a red dot in the middle of the screen. And this entire subdivision here, all of these lots, is Mauna Loa Estates. Volcano Village is located in this general area where you see pink on the slide. And then you have the Volcano Highway running through the middle. The property--let me see if I have a close up, there we go. The property is located off of Jade th Avenue which runs in a mauka-makai orientation, and then off of Jade it would be on 6 th Avenue, just makai of 6 Avenue. The entire Mauna Loa Estates Subdivision is zoned Single Family Residential, which is shown in the light yellow. The General Plan designation for the property is Low Density Urban, which allows for residential development, as well as the proposed bed and breakfast use. 1 EXHIBIT D th This is an aerial view of the lot. You can see 6 Avenue and then Jade Avenue on the right side of the slide, and the property is outlined in red. There is an existing single-family dwelling, and there are a few dwellings located just adjacent to the property as well. The applicant’s requesting to establish a 3-bedroom bed and breakfast operation within an existing 3-bedroom single family dwelling, and then she also wants to construct a 1-bedroom ohana. So she’s proposing to reside in a 3-bedroom dwelling and rent out two of the rooms for the bed and breakfast as well as one room in the ohana that she’s proposing to build. And she will operate the bed and breakfast and reside on the property. This is a plot plan. Again, the only structure currently on the property is the single family th dwelling located in the middle of the plot plan here. We have 6 Street on the bottom and then a driveway—she’s designated three parking stalls for the B&B. Those are located on the left side of the plot plan. And then this is the 1-bedroom ohana in the back of the lot that she’s proposing to build. This presentation is very short and sweet. So the Director’s recommending approval of the Use Permit as recommended. And, since you received your Background and Recommendation, we did receive a letter from the Department of Health that basically just informs the applicant of what their requirements are for operating a B&B and what type of food she can serve to her guests. You should also have a letter from the State Historic Preservation Division that says that no historic properties will be affected by the proposed B&B use. And that concludes my presentation. Are there any questions? GONZALES: Any questions for staff? Thank you. COTTLE: You’re welcome. GONZALES: We’d like to bring the applicant forward. Will you please raise your right hand? Do you swear to tell the truth before the Planning Commission today? CREWS: Yes. GONZALES: Thank you. State your name. CREWS: My name is Kristin Jones Crews, and I would like to open a bed and breakfast and hopefully support myself, the local economy, and provide jobs for others eventually. And show tourists how awesome Hilo is. GONZALES: Any questions for the applicant, Commissioners? ONO: Question. GONZALES: Yes sir. 2 EXHIBIT D ONO: Would you describe the ohana concept? I don’t quite understand that. Is there a kitchen, a shower? What’s in there that— CREWS: In the ohana or the existing— ONO: Ohana. CREWS: The ohana is not yet built, and I don’t have the money yet. I haven’t applied for the building permit yet but when I have that, I would like to build an ohana, so it would be a 1-bedroom, 1-bath with a kitchen, and that’s just because I, since I have a 20,000 square foot lot, I’m allowed to put in an ohana or a guest house, and— ONO: I’m sorry, I didn’t understand the concept of ohana, so I just wanted it defined. Thank you. GONZALES: Any other questions? Okay, thank you. CREWS: Thank you. GONZALES: I have no public testimony. A motion would be in order. MOSES: I move that the application for Use Permit Docket No. 14-47 be approved based on the Planning Director’s recommendation. HENKEL: Second.
