Determination of Merit Appeals Board's jurisdiction and possible
scheduling of Hearing:
• Communication No. 14-01, received on May 9, 2014, appealing a
non-selection to a position within the Office of the County Clerk.
o Communication No. 14-01.1: From Appellant, dated May 16,
2014, requesting the Merit Appeals Board's Secretary be
recused from the appeal process.
o Communication No. 14-01.2: From Appellant, dated May 21,
2014, requesting a postponement in the matter of
scheduling a hearing date.
o Communication No. 14-01.3: From Appellant, dated June
12, 2014, requesting the scheduling of the appeal hearing
date.

Executive Session
The Merit Appeals Board anticipates convening one or more executive
meetings regarding the above matters listed on the agenda, pursuant to
Section 92-5(a)(4), for the purpose of consulting with the Board's attorney on
questions and issues pertaining to the Board's powers, duties, privileges,
immunities, and liabilities, and Section 92-5(a)(2) to consider the hire of a
County officer where consideration of matters affecting privacy will be
involved. A 2/3 vote pursuant to Hawaii Revised Statutes, Section 92-4 is
necessary to hold an executive meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist [Article 15, Section 2-91.3(b), Hawaii County Code].
A lobbyist means "any individual engaged for pay or other consideration who
spends more than five hours in any month or $275 in any six-month period for
the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials."
