Minutes of the PCDP Subcommittee on Connectivity and Emergency Response
May 20 &27, 2014 - 5:00 p.m. - Keaau Community Center
May 20, 2014 Minutes — PREP Fair 2014 Focus
Call to Order: 5:05 p.m.
In Attendance: Patti Pinto, Farris Etterlee, Bill Hanson, Milt Nodacker, Nick Rivera,
Marlene Hapai, Chair
Co-chairs once again will be Bill Hanson, representing Civil Defense and Marlene
Hapai, representing the PCDP Action Committee's Subcommittee on Connectivity
and Emergency Response.
The following CER Subcommittee and Civil Defense Goals for PREP Fair 2014 were
discussed.
CER Subcommittee Goals:
• Additional input for Connectivity Locations
• Greater focus on Emergency Mapping "Make and Take"
• Determine new actions/objectives for community input focusing on health and safety
issues
• Identify other PCDP areas where Emergency Planning is needed and incorporate into fair
activities (e.g. Mass Transit(ER Plan), Parks (ER Plan, Evacuation Centers,Toilets,
Parking)
Civil Defense Goals:
• Address Community Emergency Preparedness Deficiencies as evidenced in PREP Fair
survey(reference Civil Defense After Action Report and CER Subcommittee Report)
• Generate greater youth involvement in Emergency Response
• Communicate need for ER plans at all levels: Neighborhood/Community,
Local/Government, Business
A PREP Fair 2014 Organizational Chart was discussed with coordinators present as
able, as well an extensive table listing Planning Teams and Assignments. The
following areas are included in the planning with coordinators for each area:

The following sections will once again be used to organize exhibits,workshops,
demonstrations and other activities:
Emergency Routes
Emergency Centers/Shelters
Emergency Planning
Training
Communications
Security/Services
Sustainability
Children's Activities
Two new sections were added:
Social Connectivity
Community Resources
New recommendations were also added to each section.
Section exhibits from 2013's fair, plus others added since then were reviewed to
ensure coverage of important areas of emergency response were represented as
well as new areas that can contribute to this and are part of the PCDP.
Anyone having suggestions for additional exhibits,workshops or demonstrations

• Media Coverage—Update what doing with data from 2013 fair, testimonies,

• Organizational Chart
• Letters to Presenters, Exhibitors, Donors followed up with calls/visits
• Contact Volunteers
• Media call for new presenters
• Subcommittee ideas for new presenters,workshops
Search & Rescue Dogs, Ocean &Water Rescue,Water Catchment (catch,filter,
clean),
ER Theme Workshops: Fire, Flood, Hurricane,Tsunami
• Plan School involvement: STEM Approach (Suggestions: Student presenters for
Amateur Radio and ER; Project for ER—Board Game contest on ER with prizes
from FEMA—start local,go statewide)
• Select Food Vendor—Athletic Club KHS
• Determine production pieces and price
• Price T-shirts, banners, bags(order)
May/June/July:
• Order and Print T-shirts to make June 30th budget deadline
• Put up posters, banners

Call to Order: 5:05 P.M.
In Attendance: Stephanie Bath,Jon Olson, Russell Jones, Elmer Solis, Catherine Ford,
Marlene Hapai, Chair
Approval of Minutes as Circulated (April 15 &22, 2014) - Unanimously approved.
Comment on report: Connectivity Location report is information collected at that
point in time (May 13, 2014). Priority lists can be adjusted as new information is
collected.
The following 4 topics were discussed under New Business:
1. Follow Up to Priority Report sent to County Agencies - Next Actions
a. Work with affected community associations
b. Work with County of Hawaii Department of Public Works and ask for site
surveys to determine viability of suggested CL's and if not viable,
alternate sites nearby and monies available
c. Discuss liability with County
d. Looks at acquisition of parcels as possible first step
2. Procedures/Actions for on-going updates to priority lists
a. Encourage association members and non-profits to attend meetings
hosted by council members
b. Use PREP Fair to gather community input to update priorities annually-
at May PCDP Action Committee meeting
c. Encourage other community meetings
3. Discussion on supporting other recommendations regarding transportation
routes available after areas have been cut off from disasters, e.g. lava flows
a. Ask for presentation of report at next meeting from community member
recommending addressing this major need
b. Suggested Lava Flow Emergency Fund to fund connections should roads
be cut off due to lava flows to ensure immediate reconnection for access
to resources e.g.jobs, school, doctors, grocery stores, gas stations and
other necessary services
c. Focus on long term response in addition to immediate response
4. CER activities related to PREP Fair, e.g. Mapping Room, Family Emergency
Plans, List of Emergency Shelters (business cards, magnets) and what to
bring and not to bring to shelters.
Further suggestions to add to fair included:
a. Coast Guard Auxiliary-Jon Olsen
b. Make &Take Maps/Comment Board Mapping Room (for current data)
c. Put shelters on maps
d. Surveys
e. Volunteer Fire Departments
f. Community Land for Emergency Use - Identify lots willing to house
people during emergencies "Gathering Places"
g. Add booth on 72-Hour Kit- recycle used goods (old toothbrushes/paste)
