ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on May 13, 2014. (5 min)
NEW BUSINESS:
1. Communication No. 2017-38: Connectivity and Emergency Response Subcommittee
(CERS) Report. Marlene Hapai will summarize the subcommittee meeting minutes for the
May meetings and report on the activities of the subcommittee since then. (10 min)
2. Communication No. 2014-35 and Communication No. 2014-35.1: Letter from William
Aila, Chairperson, Department of Land and Natural Resources (DLNR) regarding CERS
Connectivity Report (Communication No. 2014-26). The AC will consider a draft written
response to the letter from DLNR Chair Aila prepared by the CERS.

3. Communication No. 2014-34 and Communication No. 2014-34.1: Change of Zone
Application (REZ 14-176) by Paul Ogasawara to Change the Zoning from RS-15 to CV-
10 for Tax Map Key 1-5-014:005. The AC will consider a draft letter prepared by the Pahoa
Hawai`i County is an Equal Opportunity Provider and Employer
Regional Town Center Plan Subcommittee offering comments to the Planning Director on the
subject application. (15 min)
4. Communication No. 2014-31: Mt.View Village Center Plan Subcommittee Report. The
AC will have an opportunity to discuss the written meeting notes on the May 8, 2014 working
groups meeting. (5 min)
5. Mass Transit Subcommittee (MTSC): June will report on the status and activities of the
subcommittee. (5 min)
6. Communication No. 2014-40: Letter to Mayor Kenoi Regarding Bus Service to Airports
and Post Offices. The AC will discuss a draft letter prepared by the MTSC on behalf of the
AC to Mayor Kenoi regarding the status of implementing bus service to the Hilo and Kona
airports as well as to the Kona and Hilo post offices. (15 min)
7. Communication No. 2014-36 & Communication No. 2014-37: Volcano Long Range
Planning Subcommittee. Sharon will summarize the subcommittee meeting minutes from the
May and June meetings and report on the activities of the subcommittees since then. (15 min)
8. Town Meeting Subcommittee: Subcommittee members will report on the activities of the
subcommittee since its formation in May 2014. (15 min)
9. Pahoa Village Center Design Guidelines and Pahoa Village Design District Legislation:
Larry will report on the outcomes of the July 1 Council Planning Committee hearing on the
resolution to adopt the Pahoa Village Design Guidelines and the July 3 Windward Planning
Commission hearing regarding the Planning Director initiated amendments to the Zoning Code
to establish the Pahoa Village Design District and to provide procedures for design review and
community input on project design. (10 min)
10. May 2013-April 2014 PCDP Annual Report DRAFT: AC members will review and
comment on the draft of the Fourth Annual Progress Report on Implementation of Actions in
the PCDP. (15 min)
UNFINISHED BUSINESS:
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the August 12, 2014
meeting.

91.3(b),Hawaii County Code). A lobbyist means,"any individual engaged for pay or other consideration who spends more than five
hours in any month or$275 in any six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials."(Article 15,Section 2-91.3(a)(6),Hawaii County Code).
