Goals for Fair: CER Subcommittee Goals: • Additional input for Connectivity Locations • Greater focus on Emergency Mapping "Make and Take" • Determine new actions/objectives for community input focusing on health and safety issues • Identify other PCDP areas where Emergency Planning is needed and incorporate into fair activities (e.g. Mass Transit(ER Plan), Parks (ER Plan, Evacuation Centers,Toilets, Parking) Civil Defense Goals: • Address Community Emergency Preparedness Deficiencies as evidenced in PREP Fair survey (reference Civil Defense After Action Report and CER Subcommittee Report) • Generate greater youth involvement in Emergency Response • Communicate need for ER plans at all levels: Neighborhood/Community, Local/Government, Business Fair Coordinator/s Updates: • Logistics—B. In Attendance: Stephanie Bath, Patti Pinto, Hannah Hedrick, Rusty Jones,Jon Olson,June Conant, Farris Etterlee, Catherine Ford, Sherri Carden, Marlene Hapai, Chair Old Business: • Follow Up to Priority Report sent to County Agencies—Next Actions Additional Input: Sherri Carden of Orchidland shared the following: She is in support of the connection of Pohaku Drive and Pulelehua but shared the following that is very important in the implementation phase: Flooding issues. Upon closure of Olaa Plantation,water run-off issues were never addressed. Therefore, in this area when water crosses the road especially at the corner of Pohaku Drive and 39th it gets as much as 5 feet deep which is life threatening especially for those not familiar with the area which might be using this as a pass through area. This is#3 for Puna Uka (Upper Puna) so needs to be addressed as we move forward. Otherwise, she is supportive of this connection. Discussion by the group ensued including suggestions to have Shipman reclaim some of the area; removal of a wall in the area,which others countered with would divert the water to Keaau Ag Lots creating additional problems. Other suggestions included adding a culvert in areas that flood Hawaiian Acres and seeing if FEMA would fund this adding this was addressed twenty years ago. Also the need for a master plan for the whole flood way was discussed, including Flood Plain Planning presented during Kim's term as mayor as well as to be presented again next month. The importance of the connection of Kaleponi and Eden Roc was once again emphasized. Hawaii's aggressive eminent domain laws were also mentioned. Hannah Hedrick asked for a site visit to this area as these have been mentioned as part of the decision-making process. Response Letter to Department of Land and Natural Resources: A letter to the CER Subcommittee was received from the Department of Land and Natural Resources Chairperson William Aila Jr. expressing concerns related to Connectivity Location #36 for Volcano Village from Wright Road to Stainback due to traffic damaging or destroying the sensitive natural and cultural resources along the planned route. This letter was read and a draft response was read and revised to send back to DLNR basically assuring DLNR the subcommittee and the PCDP Action Committee are aware of these concerns as well but it was part of the input process to accept all community suggestions and prioritize them according to need and viability. DLNR's input provides substantial reasons to avoid this route and move it down on the priority list. The CER subcommittee will continue to take community input and ask for any other suggestions to accomplish emergency evacuation within the Volcano area. • Procedures/Actions for on-going updates to priority lists The PREP Fair on August 30, 2014 will be used to receive updates to priority lists. Community meetings and meetings hosted by council members are also encouraged to gather more input or responses to existing CL's suggested. • Discussion on supporting other recommendations regarding transportation routes available after areas have been cut off from disasters, e.g. lava flows Gail Armand has written a proposal for post-disaster alternative routes and means of transportation for the Puna district. The CER subcommittee recognizes the importance of addressing this and further discussed the need to shelter in place and ways to be more prepared; establishing a Disaster Emergency Fund and have elected officials bridge this idea with FEMA. Having a ferry for transportation was also mentioned again as this is part of Gail's proposal. • CER activities related to PREP Fair, e.g. Mapping Room, Family Emergency Plans, List of Emergency Shelters(business cards, magnets)and what to bring and not to bring to shelters The need for business cards or magnets listing all emergency shelters to provide participants was once again emphasized. The Mapping Room sequence of activities was discussed focusing on the flow of individuals from entrance to exit beginning with present community input, comment easels, community input tables and Make and Take maps.
