Volcano Long Range Planning Team Meeting Minutes 05/12/2014
The meeting, at Kilauea Lodge, was called to order by Chair Dan Taylor.
Agenda:
Item #1 Dan presented a review of the proposed Volcano District Overlay and map.
Item #2 Dan was nominated and unanimously re-elected as Chair of the Team. Vikki
Milon was nominated and elected as Recording Secretary.
Item #3 The recommendations of the Historic District Boundary Review Subcommittee,
were presented by Pat Halpern. Maps were circulated. See attached.
Dan proposed that the Team make an informal recommendation to the County to
combine with Boone Morrison's current discussions with the County about the historic
district. Discussion: It was questioned if the boundary recommended was congruent
with the PCDP Volcano Village Core. Since there are 47 identified historic structures in
the recommended boundary and we are recommending a historic district and not just a
core, it was felt that the specifics about our historic district would not conflict with the
PCDP.
Item #4 Sample pages from the VLRP Draft edit done by Chia Longtree and Vikki were
passed for review and comment.
Item #5 Pat Conant was absent so potential funding sources was deferred.
Item #6 Dan presented a draft letter requesting funding for a professional planner. This
will be presented to the PCDP Action Committee for approval prior to submitting it to the
Mayor. Discussion: Multiple VLRP members are urged to sign the final letter, if
approved, to give added weight and show community support.
Item #7
A. Implementation of a Special District Overlay will involve an area considerably bigger
than a Historic District, and it will have an effect on nearly every resident of Volcano.
We can therefore anticipate a long process to make sure to find community
consensus. We will begin by forming a SDO implementing team at our next
meeting. The discussion will begin with an analysis of relevant text in the PCDP.
Tim will lead the discussion. Discussion: It was recommended checking the Puna
Plan and contacting Rick Warshauer, among others, who were involved in it.
Concerns about the health of the forest could involve Kam School/Bishop Estates
who are replanting natives and killing faya on their land. The NP is concerned with
fire risk at the Golf Course estates. It was decided that recontacting KSB and the 3
Mountain Alliance were desirable. Sharon Daun will download a copy of the PCDP
for discussion and a new subcommittee will be developed at our next meeting.
B. A Draft Action statement for a medical service clininc will be discussed with Nona
Wilson. Mary Brewer and Dan will review and present later.
C. Comments were received regarding the FVSAS community meeting May 10. There
are 2 review levels, the County Commissions and State Commissions. Concerns
were changes to a historical property. This committee will remain non-partisan
regarding VSAS.
The next meeting will be Monday June 9 at 6 PM. Agenda items will include Design
Guidelines from Boone, Pat Conant - funding sources, and the Medical Services action
statement.
