CALL T0 ORDER 2. STATEMENTS FROM THE PUBLIC 3. APPROVAL OF MINUTES (06 -05 -14 and 06- 19 -14) 4. DISCUSSION REGARDING SUBCOMMITTEE MEETINGS WITH VARIOUS DEPARTMENTS AND AGENCIES FOR THE PURPOSE OF GATHERING INFORMATION FOR THE FINAL REPORT The Commission will discuss the subcommittees' progress in meetings with the various departments to investigate and gather information from various departments and agencies of the County of Hawai'i to assist in the preparation of the final report. a. County Council, Finance, and Police Department i. Vehicle take home policy ii. First responder policy (J. Mitchell) b. Finance i. New proposal regarding requiring the provision of State tax returns to receive real property tax exemptions (J. Mitchell) c. Mayor's Office i. Efforts to streamline processes by integrating both hardware and software technology to reduce the building permit backlog ii. Efforts to increase energy efficiency measures and possible renewable energy projects to reduce the County's electric bill Hawat't County is an Equal Opportunity Provider and Employer iii. Vehicle policies and upgrades iv. Overtime issues v. Cost saving best practices for fueling vehicles (A. Kierkiewicz) d. Research and Development i. Hardware and software updates ii. Energy Coordinator's work to integrate more renewable energy into the County as well as energy efficiency practices (A. Kierkiewicz) e. Office of the Prosecuting Attorney i. Backlog of cases ii. Use of volunteers to help with non - sensitive information as well as document shredding for office and other departments iii. More paperless system and implementing better hardware and software iv. ANNOUNCEMENTS Notice if hereby given that pursuant to Hawaii Revised Statutes § 92 -3.5, the Cost of Government Commission will be conducting this meeting via videoconference. If audio stream between Kona and Hilo is lost for more than a short period of time, the meeting will be terminated. A commission member(s) will be present at the following location: • Kona Mayor's Office Conference Room, West Hawai'i Civic Center, 74 -5044 Ane Keohokalole Highway, Building A, Kailua -Kona, Hawaii 96740. (Pursuant to Hawaii Revised Statutes § 92 -7.) Public attendance via videoconference will be available at both the Hilo and Kona locations. The next meeting of the Cost of Government Commission will be held on August 7, 2014 at 1:00 p.m. at the Hawai'i County Council Room, 25 Aupuni Street, Hilo, Hawaii 96720. 8. NOTICE TO LOBBYISTS If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist (Article 15, Section 2- 91.3(b), Hawai'i County Code). A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials."
