Printed copies of the Puna CDP are available at the Hilo, Pahoa, Kea`au and Mt. View public libraries, and in the Planning Department. This report provides a summary of the progress made the Puna munity Development Plan Action Committee (PCDPAC), government agencies, community groups and associations and individuals in the community towards implementing the Actions called for in the Puna CDP during this reporting period. Previous progress reports are also available online at Action Committee Progress ports. In order for any community development plan to remain viable and relevant it is important that it have broad-based public support for the goals and objectives defining the community vision. To that end, the Action Committee and the Planning Department continue to encourage ongoing public participation in the CDP process. It is also important to recognize the efforts and achievements t ose engaged in this process, which are hopefully captured in this report. Mahalo to all of the community volunteers and organizations, private sector entrepreneurs, d overnm encies that have contributed to the accomplishments to date and those t Sincere DUANE KANUH Planning Director www.cohplanningdept.com Hawaii County is an Equal Opportunity Provider and Employer planninggco.hawaii.hi.us Puna Community Development Plan Fourth Progress Report on Implementation Actions May 2013 through April 2014 BACKGROUND The Puna Community Development Plan (PCDP)was adopted by ordinance on September 10, 2008; amended by Ordinance 10-104 on November 4, 2010; amended on June 8, 2011, by Ordinance Nos. 11-51, 11-52, and 11-53; and amended on December 6, 2011,by Ordinance Nos. I I-117 and 11-118. The five (5) amendments adopted in November and December 2011 were those suggested by the PCDP Action Committee and introduced b e Pla ing Director following the adoption of Ordinance 10-104. They include: I. Ordinance No. 11-51 relating to Mass Transit Hele-On Servic e Hilo and Keahole International Airports, calling for regular service from all,existin nd future routes. 2. Ordinance No. 11-52 relating to transportation and the development of at least one scenic turnout near Kehena Beach that includes restroom facil 'es and an emergency done. 3. Ordinance No. 11-53 relating to community park designations in Hawaiian Acres, to be determined through a community involvement process. 4. Ordinance No. 11- 117 relating t -substantive formatting and clerical revisions to the Puna CDP. 5. Ordinance No. I 1-118 relating to reinsertion of the word"Preliminary" in the boundary title for the Regional Town Centers, Community Village Centers and Neighborhood Village Centers depicted in figures 5-1 to 5-11. IF The PCDP is intended to serve as an extension of the County of Hawaii General Plan by articulating district-sensitive specific growth management strategies and the delivery of governmental services through a broad-based community input process. According to Chapter 16-4 of the Hawaii County Code (HCC), each community development plan shall have an Action Committee (AC), which is advisory to the Planning Director, to serve as a proactive, community-based steward of the plan's imlementation and update. The First Annual Progress Report on Implementation of Actions was approved by the AC at its May 10, 2011 meeting. The Second Annual Progress eport on Implementation of Actions was approved by the AC at its June 12, 2012 meeting. The Third Annual Progress Report on Implementation of Actions was approved by the AC at its July 9, 2013 meeting. Action Committee: Seat vacancies are extremely rare and failing to meet quorum occurred only once in June when at least five members were not available due to business or personal vacations. Even with the last of the original Puna CDP AC members leaving due to term expiration, the AC has continued to engage an increasing number of residents and stakeholders in the implementation projects being pursued. 1 The Planning Department invited three PCDP AC members to attended the 2013 Hawaii Conference of Planning Officials (HCPO) at the Sheraton Kona Resort and Spa at Keauhou in September where they attended topic specific break-out sessions and took advantage of opportunities to network with other planning officials and members of other CDP Action Committees. View Patti Pinto, Chair—Fern Acres Farris Etterlee—Puna Beach Palisades Oshi Simsarian, V-Chair—Pahoa Leila Kealoha— `Opihikao/Kaueleau Rene Sirac —Pahoa b Elmer Solis—Hawaiian Paradise Park During their December 10, 2013 meeting the A me ers elected Patti Pinto to serve as Chair and Oshi Simsarian to serve as Vice-Chair of the PCDP AC for the next 12 months. With the overall economic outlook showing clear signs of r overy and County revenues beginning to increase the availability of government resources available to support the ongoing efforts of the AC to expand the level of community participation in implementing specific Actions in the PCDP has also grown. Capital project requests emerging from various grass roots efforts in collaboration with the AC have been approved and with some projects actually being funded. The Planning Department budget included funds making it possible to again hire a Community Planning Assistant to help with hel ith the administration of AC meetings, web site updating, AC tool development and the prep tion of this annual report. Community-based development of village center plans, roadway connectivity recommendations and emergency preparedness awareness, implementation of mass transit issues, new park development and the enhancement of existing parks, collaborative planning to broaden local access to medical services, and open space preservation remain notable among the activities and efforts of AC members and other community volunteers during this reporting period. Meetings: Regular monthly meetings of the AC continued to be held at the Kea`au Community Center from 3:00 p.m. to 6:00 p.m. on the second Tuesday of each month during the period of May 2013 to April 2014. Subcommittees: The AC formed several subcommittees focused on projects initiated by AC members and/or community groups seeking to implement specific Action items in the PCDP. Subcommittees consist of 1-4 AC members and other community volunteers interested in the purpose or task of the subcommittee. Listed in the table below are the current active subcommittees, the purpose of the subcommittee and the members at the end of this reporting period. Action Priority List: The AC list of priority Actions as amended on September 20, 20 ubsequently reviewed and updated again on January 10, 2014. The priority list was rest red into two categories. The first category, "Projects Underway," includes projects tied to specific Goals, Objectives or Actions in the PCDP that ntly being implemented or have been otherwise identified by the County or other appro ria ead entity as a potential project. The second category, "Projects Not Started,"lists PCDP Actions where there has been no measurable effort to implement, but are considered by the AC to be of high importance to the Puna community. The AC is currently editing the outline and layout of the Action Matrix in order to better track implementation progress and to inform government and the community on implementation activities. The following provides a brief summary of the AC list of projects and is not in a prioritized order. PCDP PROJECTS UNDERWAY 1. Pahoa Regional Town Center Master Plan (PCDP 2.1.3a.2 & 3.1.3d.1) Community-based effort initiated to prepare a strategic growth management master plan suitable for adoption by the County that establishes Pahoa as a regional town center and Special Design District. 2. Volcano Long ange Plan (PCDP 2.1.3a.I & 2.2.3a. & 3.1.3d.1) Community-based effort to update the Volcano Long Range Plan with the intent of creating a growth management plan for the village, establishing a historic and/or design district and a forest canopy overlay district suitable for adoption by the County. 3. Mountain View Community Village Center Plan (PCDP 2.1.3a.4 & 3.1.3d.1 Community-based effort to develop a village center master plan and special design district for Mt. View. 3 4. Support Puna Community Medical Center (PCDP 3.3.3a) Puna Community Medical Center expansion plans include lease of State owned 5-acre parcel and construction of a new clinic with 24-hour emergency room. 5. Isaac Hale Beach Park Expansion (PCDP 3.5.1 a) The FY 2013-14 CIP Budget included $12 million for infrastructure improvements, new buildings or structures at Isaac Hale Beach Park. 6. Kikala-Keokea New Park Development (PCDP 3.5.lb) The FY 2013-14 CIP Budget included $1.5 million for the planning, engineering & design of infrastructure improvements, new buildings or structures at the proposed Kikala-Ke6kea Beach Park. 7. Complete Development of Ahalanui Beach Park (PCDP 3.5.3b. The FY 2013-14 CIP Budget included $1.25 million for the planni*, ngineering & design of infrastructure improvements, new buildings or structures pertaining to the development of permanent restroom facilities alan ' each Park. 8. Create a safe swimming area at Pohoiki Coastal Park(PCDP 3.5.3b.2) The FY 2013-14 CIP Budget inc Id $40,000 for a feasibility study and preliminary planning to develop a safe swimm at Isaac Hale Beach Park. 9. Glenwood Park Improvement (PC P 3.5.3cl)c) AC Champion effort to initiate actions to address safety concerns related to the existing Glenwood Park alongside Hwy. 11. 10. Improve and expand Pahoa Regional Park(PCDP 3.5.3c.2) Support the improvement and expansion of the Pahoa Park and collaboration between the Department of Parks and Recreation and the Pahoa Regional Town Center Master Plan Subcommittee. 11. Mountain View Village Community Center & Playground Project (PCDP 3.5.3c.6) AC Champion and community-based group worked with Parks & Recreation to acquire and install keiki playground equipment at Mt. View Gym. The FY 2013-14 CIP Budget included $200,000 for re-roofing and new gutters& down spouts at the Mt. View Gym. 12. Management Plan for Wai`opae Marine Life Conservation District (PCDP 3.5.3.e.2) Application submitted to the Public Access Open Spaces and Natural Resources Preservation Commission for acquisition of 322+ acres south of Vacationland Hawaii subdivision and adjacent to the Wai`6pae Marine Life Conservation District. 13. Establish connecting pedestrian, bicycle, and slow-speed road routes among Makai subdivisions A. HWY 132 (PCDP 3.5.3d.1) 4 AC Champion led effort to widen and improve the shoulders on Hwy. 132 between Hwy. 130 and the 4 mile marker to provide safer pedestrian and bike usage and to address hazards from the Albizia"tree tunnel" along the highway. B. HPP—Pathways Master Plan (PCDP 3.5.3d.3) AC Champion and HPPOA seek strategies to implement the June 2013 HPP Pathways Master Plan describing a network of pedestrian and bicycle pathways within HPP and with connections to Hilo. C. HWY 137—Red Road (PCDP 4.5.3£5) AC Champion and local community effort to creates overlook pullouts and walking/biking pathways along the Red Road co 14. Establish Hub and Spoke Public Transit Syste a (PCDP 4.2.3b.4) Mass Transit Subcommittee formed to encour planning and implementation of hub- and-spoke transit system and develop trans' bs in K `au, Pahoa, Volcano and Mt. View. 15. Designate Connecting Roadways in Puna Subd ns (PCDP 4.3.3a.3 & 4.3.3a.5) AC Champions and community leaders established a ectivity and Emergency Response Subcommittee of the PCDP AC in order to id co ectivity locations and to raise public awareness of emergency preparedness. 16. Designate Red Road (Hwy 137) as a National Scenic Byway(PCDP 4.5.3.f) AC Champion and community groups submitted an application to the State Department of Transportation for designation of the Red Road as a Scenic Byway. Application for designation was accepted and corridor management plan committee established to create a Red Road Scenic B way Corridor Management Plan. 17. KAPONO (Kalapana- apoho) AC Champion initiated grass roots effort to encourage community participation in identifying and addressing community issues and concerns. Online survey conducted and KAPONO organization formed. PCDP PROJECTS NOT STARTED 1. Upgrade Wastewater Disposal Practices in Lower Puna (PCDP 2.3.3) Renew efforts tooltablish a plan for Kapoho Beach Lots subdivision that would produce appropriate wastewater management practices. 2. Secure Mobile telephone and Internet Service for all of Puna (PCDP 3.4.3.c) 3. Acquire and Develop Coastal Parks (PCDP 3.5.3.b; 3.5.3.c; 3.5.3.e) 4. Secure Land & Build Infrastructure for Farmers' Markets (PCDP 3.2.34) 5. Articulate a policy that promotes Agriculture Tourism (PCDP 3.2.31) 5 Budgets Pursuant to their responsibilities under Section 16-6(4) of the Hawaii County Code, the Puna CDP Action Committee offered the following recommendations for the fiscal year 2014 -15 General Operating (GO) and Capital Improvement Projects (CIP)budgets. Total CIP funds requested: $2,691,000.00 1. Cemetery Road Widening - $10,000 to improve the shoulders at one location on Cemetery Rd. where it is difficult for vehicles to safely navigate the one-lane roadway. 2. Highway 132 Shoulder Improvements - $200,000 to clear vegetation, prepare and widen the shoulder of Hwy 132 between the 0.5mm and the 4mm to allow for safer pedestrian and bicycle movement. 3. Highway 137 Scenic Turnouts - $85,000 to plan, design and construct improvements at two locations on Hw 137 between Pohoiki and Kehena where remnant roadway segments from t dway r ligaments could be converted into safer scenic turnouts. 4V 4. Highway 137 Walking-Biking Path Study - $35,000 to fund a biking and walking path feasibility study for e Hwy 137 corridor. 5. Post Office Road Extension- $2,161,000 to provide for an alternate connection between Pahoa Village Road and the new Pahoa Park. This CIP budget request includes funding for land acquisition, design & engineering for a pedestrian/bike friendly roadway and construction. 6. Hawaii Island Mass Transit Master Plan - $ 0,000 to prepare a county wide transit master plan that would provide an overall framework for transit improvements while incorporating user input from each district. In addition to the above, the following items are included in the FY 2014-15 CIP Budget: epartment of Parks & Recreation: • $1,000,000 for construction of phase two of the Mt. View Senior Center& Restroom Facility. Total GO Budget funds requested: $38,714.00 1. Community Planning Assistant - $20,000 for the Planning Department to contract with a person qualified to assist the PCDP Project Manager and the PCDP AC in the ongoing efforts to implement the PCDP. 2. Kehena Beach Area Emergency 911 Phone - $5,000 to purchase, install and maintain an emergency 911 phone at the parking area off Hwy. 137 above Kehena Beach. 3. Mountain View Gym- $5,714 for a durable and portable volleyball system for indoor use with balls and a locking ball cart. 4. Puna Regional Emergency Preparedness (PREP) Fair - $8,000 to help fund the second annual PREP fair. 6 While none of the GO Budget requests from the AC were included, all but one of the CIP Budget items listed above were included in the Mayor's FY 2014-15 budget proposal submitted to the Council in February 2014. 1. Guidance and Advocacy The PCDP AC reviewed one application for change of zoning and one application for a special permit within the PCDP planning area and provided comments to the Planning Director and/or appropriate agency on the consistency of the project being proposed with the goals and objectives of the PCDP. Written comments and r uest to the Planning Director were submitted by the AC on the following: Change of Zone Applications • Souza Change of Zone (REZ 13-171) from Agricultural to Village Commercial and State Land Use Boundary Amendment (SLU 39) from Agricultural to Urban in Pahoa Town. Special Permit Applications • Hawai'i's Volcano Circus, Graham Ellis, pplications f Amendmen o SPP 1 122 Amendments to the Puna CDP • The AC approved and submitted a request for the Planning Director to introduce an interim amendment to the Puna CDP regarding geothermal power generation in Puna. The PCDP AC, State of Hawaii, County of Hawaii and other private or community groups have engaged in a variety of projects either consistent with the goals and objectives of the PCDP or specific Actions called for in the plan. At the time of this report, the PCDP Action Matrix was being updated to reflect the status all PCDP Action items. This Action Matrix will be accessible via the PCDP webs,ite, http://www.hawaiicountycdp.info/puna-cdp. The attached table lists those PCDP Action items that are currently being actively implemented and identifies significant accomplishments and milestones achieved during the reporting period. Puna Community Development Plan Implementation Update May 2013 -April 2014 PCDP Goal, Objective & Action Items Progress Update 3.1.3 d. Facilitate land use entitlements Pahoa Regional Town Center Plan (PRTCP): and financing for the development of new village/town centers by: o Based on input from community and the 1) Creating a regional town center plan Planning Department, the draft architectural for each village/town area as prescribed design guidelines were revised, accepted by in Section 5.2.1... the Pahoa Regional Town Center Plan Subcommittee, the Puna CDP AC and submitted to the Planning Director for adoption by resolution. o Ordinances amending Chapters 3 (Sign Code) and 25 (Zoning Code) of the Hawaii County 7 PCDP Goal, Objective & Action Items Progress Update Code to provide for: (1) establishment of the Pahoa Design District; (2) procedures for project review against the adopted design guidelines; and (3) special sign regulations for the Pahoa Design District have been drafted, approved by the Pahoa Regional Town Center Plan Subcommittee aq#the Puna CDP Action Committee and submittecto the Planning Director for adoption. • Conceptual development plans for B.T. Volcano Long Range Plan: o Volcano Long Range Planning Subcommittee is working to develop a village master plan with design guidelines and a forest canopy overlay district for the greater Volcano area. 0 30 action items identified with priority are under review. o Action statements are being drafted by various members of the community. 8 PCDP Goal, Objective & Action Items Progress Update o Goal to have draft plan to County Planning Dept. by the end of the year.
