LEEWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
MAY 15, 2014
The Leeward Planning Commission met in regular session at 9:35 a.m. in the West Hawai‘i Civic
Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona,
Hawai‘i, with Chairman Brandi Beaudet presiding.
COMMISSIONERS PRESENT: Brandi Beaudet, Geraldine Giffin, Thomas Hickcox,
Collin Kaholo, Barbara Nobriga and Thomas Whittemore
ALSO PRESENT: Bobby Command (Deputy Planning Director), Margaret Masunaga (Deputy
Corporation Counsel), Jeff Darrow (Planner), Maija Cottle (Planner) and Noriko Sauer
(Commission Secretary)
And approximately ten people from the public in attendance.
A quorum was present. Chair Beaudet called the meeting to order and introduced the
Commissioners and staff to members of the public, and described the procedure for public
testimony.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
NEW BUSINESS
APPLICANTS: KENNETH OKAGI AND ERIN RENE (SPP-14-161)
Application for a Special Permit to allow the establishment of a 5-room Bed and Breakfast
operation within two existing dwellings situated on a 1.428-acre lot in the State Land Use
Agricultural District. The property is located along the northeast (mauka) side of Lower
Napo‘opo‘o Road (82-5856 Napo‘opo‘o Road), Kahauloaiki, South Kona, Hawai‘i,
TMK: 8-2-008:057.
The Commission took up this item at 9:37 a.m. with eight people from the public in attendance.

APPLICANT: DIAMOND RESORTS INTERNATIONAL, INC. (Amend SMA 388)
(FORMERLY PACIFIC MONARCH RESORTS, INC)
Amendment to Condition No. 2 (time to complete construction) of Special Management Area Use
Permit No. 388, which was approved to allow the development of a commercial/ condominium
complex and related improvements on 76,739 square feet of land. The property is located on the

makai side of Ali’i Drive bounded by Ali’i Drive and Kahakai Road, south of Royal Kona Resort
and north of Kona Reef Condominium, Pua‘a 3rd, North Kona, Hawai‘i, TMK: 7-5-018:011.
The Commission took up this item at 10:23 a.m. with seven people from the public in attendance.

RECESSED The Chair called a recess at 10:45 a.m.
RECONVENED The meeting reconvened at 10:55 a.m.
INITIATOR, COUNTY COUNCIL (Bill No. 191)
An ordinance amending Chapter 25, Article 5, Division 14 of the Hawai‘i County Code 1983 (2005
Edition, as Amended) by allowing Village Commercial (CV) zoning district uses within the Limited
Industrial (ML) zoning district.
INITIATOR, COUNTY COUNCIL (Bill No. 192)
An ordinance amending Chapter 25, Article 5, Division 14 of the Hawai‘i County Code 1983 (2005
Edition, as Amended) by allowing Village Commercial (CV) zoning district uses within the
Industrial-Commercial Mixed Use (MCX) zoning district.
The Commission took up these two items simultaneously at 10:55 a.m. with two people from the
public in attendance.

MINUTES – The Commission took up the following minutes at 11:15 a.m.:
April 17, 2014 – It was moved by Commissioner Hickcox and seconded by Commissioner
Whittemore that the minutes be approved as submitted. The motion was unanimously carried by a
voice vote.
ADMINISTRATIVE MATTERS – The Commission took up the following matters at 11:16 a.m.:
1.Status of applications heard by Leeward Planning Commission that are pending before County
Council
There were no updates.
ANNOUNCEMENTS – Ms. Cottle announced that since the next scheduled meeting of June 19,
2014, would likely be cancelled, this meeting would be Commissioner Giffin’s last meeting. She
thanked Commissioner Giffin for her many years of services in the past as commissioner and
chairperson. Chair Beaudet and the other Commissioners also expressed their appreciation.

ADJOURNMENT – There being no further business, at 11:17 a.m., Commissioner Hickcox made a
motion to adjourn the meeting, which was unanimously carried by a voice vote.
