<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />MAY 15, 2014 <br /> <br />KENNETH OKAGI AND ERIN RENE <br />A regularly advertised hearing on the application of <br />(SPP-14-161) <br /> was called to order at 9:37 a.m. in the West Hawai‘i Civic Center, Community <br />Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman <br />Brandi Beaudet presiding. <br /> <br />COMMISSIONERS PRESENT: Brandi Beaudet, Geraldine Giffin, Thomas Hickcox, <br />Collin Kaholo, Barbara Nobriga and Thomas Whittemore <br /> <br />ALSO PRESENT: Bobby Command (Deputy Planning Director), Margaret Masunaga (Deputy <br />Corporation Counsel), Jeff Darrow (Planner), Maija Cottle (Planner) and Noriko Sauer <br />(Commission Secretary) <br /> <br />And eight people from the public in attendance. <br /> <br />APPLICANTS: KENNETH OKAGI AND ERIN RENE (SPP-14-161) <br />Application for a Special Permit to allow the establishment of a 5-room Bed and Breakfast <br />operation within two existing dwellings situated on a 1.428-acre lot in the State Land Use <br />Agricultural District. The property is located along the northeast (mauka) side of Lower <br />Napo‘opo‘o Road (82-5856 Napo‘opo‘o Road), Kahauloaiki, South Kona, Hawai‘i, <br />TMK: 8-2-008:057. <br /> <br />BEAUDET: Today’s first agenda item is Applicants Kenneth Okagi and Erin Rene, application for <br />a Special Permit to allow the establishment of a five-room bed and breakfast operation within two <br />existing dwellings situated on a 1.428-acre lot in the State Land Use Agricultural District. The <br />property is located along the northeast, or mauka, side of Lower Nāpo‘opo‘o Road in South Kona, <br />Hawai‘i. Darrow? <br /> <br />DARROW: Thank you, Mr. Chairman. Good morning, Members of the Planning Commission. <br /> <br />COMMISSIONERS: Good morning. <br /> <br />DARROW: Beautiful day here in Kona. Our first applicants, as mentioned, are Kenneth Okagi and <br />Erin Rene. The location of this subject application is within the South Kona District. More <br />specifically, we are looking in the Kealakekua area; this is Kealakekua Bay on the left side of your <br />map; running through the middle of the map in a northwest-southeast direction is the Hawai‘i Belt <br />Road, which brings us to the intersection of Nāpo‘opo‘o Road; and the subject application is <br />identified with a black outline on the lower portion of the map. We’ll zoom in a little closer; again, <br />for reference we have the Lower Nāpo‘opo‘o Road; the subject property is identified with a black <br />outline. The different colors on the map represent the County zoning for the area; the lighter green <br />represents Agricultural-5 acres; to the right you’ll see some green, darker green, as Agricultural-1 <br />acre; and then the blue, which incorporates the applicant’s property, is identified as Family <br />Agricultural-1 acre. This is the General Plan LUPAG designation for the property, the Land Use <br />1 <br />EXHIBIT A <br /> <br />
