Communication No. 2014-50 <br /> Grubbing and Grading <br /> The PCDP addresses the issues of land resource preservation mainly in the Malama I Ka 'Aina section. <br /> Improper grubbing and grading gives rise to watershed issues, flooding, loss of native forest and growth, <br /> creates an opportunity for invasive plant growth and creates unsightly expanses of barren and weed over <br /> grown lots. <br /> Grubbing and rg adin issues: <br /> • Pin to pin grading <br /> • Grading without a permit <br /> • Grading in known flood and water run-off areas <br /> • Unplanned and undesirable impacts on neighboring properties <br /> • Invasive plant overgrowth <br /> • Unsightly lots <br /> • Little or no enforcement of current ordinances <br /> The brochure produced by the Volcano Community Association is a great educational tool. It has been in <br /> wide distribution in the past. The brochure is Volcano specific and could be updated to address a wider <br /> audience. <br /> Does the Action Committee want to consider any action at this time to begin to address the <br /> problems created by improper grubbing and grading? One possible avenue is wider education of the <br /> public. Another would be to work with our County Representatives to create an ordinance that would <br /> include bulldozer operators in the legal consequences of grading without a permit. Or... <br />
