Grubbing and Grading
The PCDP addresses the issues of land resource preservation mainly in the Malama I Ka 'Aina section.
Improper grubbing and grading gives rise to watershed issues, flooding, loss of native forest and growth,
creates an opportunity for invasive plant growth and creates unsightly expanses of barren and weed over
grown lots.
Grubbing and rg adin issues:
• Pin to pin grading
• Grading without a permit
• Grading in known flood and water run-off areas
• Unplanned and undesirable impacts on neighboring properties
• Invasive plant overgrowth
• Unsightly lots
• Little or no enforcement of current ordinances
The brochure produced by the Volcano Community Association is a great educational tool. It has been in
wide distribution in the past. The brochure is Volcano specific and could be updated to address a wider
audience.
Does the Action Committee want to consider any action at this time to begin to address the
problems created by improper grubbing and grading? One possible avenue is wider education of the
public. Another would be to work with our County Representatives to create an ordinance that would
include bulldozer operators in the legal consequences of grading without a permit. Or...
