ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on July 8, 2014. (5 min)
NEW BUSINESS:
1. Connectivity and Emergency Response Subcommittee (CERS) Report. Marlene Hapai will
summarize the subcommittee meeting minutes for the May meetings and report on the activities
of the subcommittee since then. (10 min)
2. Communication No. 2014-54—Volcano Long Range Plan (VLRP) Subcommittee:
Representatives of the VLRP subcommittee will present the July 2014 version of the VLRP for
AC approval and forwarding to the Planning Director for review and comment. (20 min)
3. Communication No. 2014-44—Special Permit Application (SPP 14-167): The AC will
consider a response to the subject application by Peter Blake to allow for the operation of a
Lunch Wagon and Eating Area on a 2,400 square-foot portion of a 0.7-acre parcel within the
State Land Use Agricultural district being TMK: 1-9-03:002. (30 min)

4. Communication No. 2014-53—Mass Transit Subcommittee (MTSC) report: June will
report on the status and activities of the subcommittee. (10 min)
5. PCDP Town Meeting Subcommittee: Subcommittee members will report on the proposals
for a"town meeting" or other activities to promote greater community awareness and
participation in the Puna CDP and implementation of actions called for in the plan. (10 min)
6. Budget Subcommittee: The AC will be provided with copies of the current comprehensive
Capital Improvements Projects (CIP)budget through FY 2013-14, the Puna specific portions of
the FT 2014-15 CIP budget and the forms and instructions for submitting CIP and General
Operating (GO) budget requests for the FY 2015-16 budgets. Budget subcommittee members
(not more than 4 AC members) will be assigned for the 2015-16 budget cycle. (15 min)
7. Communication No. 2014-50—Grubbing and Grading: Does the action committee want to
consider any action at this time to begin to address the problems created by improper grubbing
and grading? (10 min)
8. Communication 2014-51: Patti—Amendment to AC Guidelines: Patti will present a
suggested change to the AC's operating guidelines regarding subcommittees. (15 min)
UNFINISHED BUSINESS:
1. May 3013—April 2014 PCDP Annual Report DRAFT: The revised draft of the Fourth
Annual Progress Report on Implementation of Actions in the PCDP is being presented to the
PCDP AC for review and approval. (10 min)
2. Implementation Matrix: The AC will discuss options for accessing, completing and
submittal of the revised Implementation Matrix forms. (10 min)
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the September 9,
2014 meeting.
