Subject: Puna CDP Action Committee Recommendation for Emergency Road
Connector Through Kalapana Seaview Estates Subdivision (KSE)

Kalapana Seaview Estates Community Association (KSECA) is comprised of all
owners of KSE. The KSECA Board of Director's has only recently been made aware of
the PCDP Connectivity and Emergency Response Subcommittee's recommendation
to connect Mapuana Avenue to Highway 130. KSE is a rural and small subdivision
that has no outlet and therefore no pass through traffic. This is how we maintain the
peaceful and quiet lifestyle that attracted homeowners here in the first place.
Creating such a connector road would completely and irreparably alter KSE to the
dismay of all who own homes and live here.A connector road would quickly become
a speedway of all sorts of vehicles heading to the coastline and would result in
greatly increased traffic, speeding vehicles and concomitant accidents, and noise
throughout the day and night.
People of Seaview understand the distance to emergency services as it currently
exists and have no desire to change things.We understand the price to pay is too
high and would likely change our peaceful neighborhood forever into a place we no
longer wanted to live.
We were surprised that this recommendation went forth without anyone on the
PCDP contacting us here in KSE to get our thoughts. Interestingly,this same topic
came up in 2006 and again KSECA commented that we were 100% opposed to such
a road connector.We have not changed in this opinion.
