Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3)minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on August 12, 2014 (5 min) NEW BUSINESS: 1. Connectivity and Emergency Response Subcommittee (CERS) Report: Marlene Hapai will report on the 2014 PREP Fair, which took place on August 30, 2014. (15 min) 2. Town Meeting Subcommittee: Members of the Town Meeting Subcommittee will report on their participation at the 2014 PREP Fair and efforts to expand public awareness of the PCDP and Action Committee at future community events in Puna. (10 min) 3. Communication No. 2014-54—Volcano Long Range Plan (VLRP) Subcommittee: The AC will discuss the July 2014 VLRP submitted at the August AC meeting and their response to the request of the VLRP Subcommittee to forward the plan to the Planning Director. AC Members may introduce draft letters with comments and recommendations for the AC to submit to the Planning Director. (30 min) 4. Budget Subcommittee: Members from the Budget Subcommittee will report on their progress in prioritizing existing CIP projects related to implementing Actions in the PCDP and their process for identifying any possible new projects that should be recommended by the AC for inclusion in the FY 2015-16 CIP Budget. Communication No. 2014-56.1 —Draft AC Comments on Special Permit Application (SPP 14-168): The AC will consider the draft comments from the Mt. View Community Village Center Plan Subcommittee prepared in response to the Planning Director's request for comments on the application for a Special Permit (Communication No. 2014-56) by Ronald Quade, D.D.S. to allow for a Professional Dental Clinic off of Highway 11 approximately 5 miles mauka of Mt. View. (20 min) 6. Draft Grubbing and Grading Bill Proposed by Malama O Puna: The AC will consider a draft bill presented by Rene, proposing stiff fines and penalties for land owners and heavy equipment operators who violate the existing grubbing and grading laws. (20 min) UNFINISHED BUSINESS: AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the October 14, 2014 meeting. A lobbyist means,"any individual engaged for pay or other consideration who spends more than five hours in any month or$275 in any six-month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials."
