Attending: Dan Taylor, Vikki Milon, Pat Conant, Tim Tunison, Pat Halpern, Diane Ware Agenda: • Prepare for the presentation of the VLRP to the PCDP Action Committee 8/12/2014 • Report of Action Committee (Sharon Daun) and VCA (Nancy Lakin), with reference to the Thai fast food wagon • Update about CV Land use zone allowed uses in the proposed Historic District (Pat Halpern) • Update on progress of formation of a team to propose an Overlay District zone for forest protection (Tim Tunison) • Final report from our VLRP editors (Vikki Milon, Chia Longtree) Item 1- Presentation VLRP Dan discussed his power point presentation for the Puna meeting scheduled for 3 PM 8/12. Testimony will be made by the members present today and by Jeffrey Mermel. It was determined that the testimony would not be repetitive, and would include personal reasons for supporting the plan and specific aspects of the plan. We will urge the AC to read, accept and forward the VLRP to the County. Item 2- Report on Thai food wagon Reports were deferred since Sharon and Nancy were absent. The use permit is pending at the County. The VCA had sent a letter to County Planning Department, explaining why we think the Blake operation ought to be re-located to a more appropriate site in Volcano. Item 3- Land use in the Historic District The main concern is future development in the proposed Historic District. Vikki reviewed the sub committee recommendations. Deletions of some current CV and RS 20 uses, such as the following: Amusement and recreation facilities, indoor, automobile sales and rentals, sports bars, Cemeteries and mausoleums, Commercial parking lots and garages (unless off the main road and hidden), Additional Community buildings (since one is already in place on Wright Road), Dwellings, double-family or duplex, Dwelling, multiple-family, Group living facilities (ie., halfway houses), Hospitals and sanitariums, Laboratories, medical and research, Manufacturing, processing and packaging light and general for retail establishments, Model homes, Publishing plants, Major and Minor Repair establishments, Additional Telecommunication antennas (since one already exists), Utility substations (since one already exists), Golf Courses, Major outdoor amusement and recreation facilities. Desired types of development in the district as follows: Covered bus stop, Bank annex, Library, Wine bar, Coffee shop, Restaurants, Bike rental, Flower/garden center, Pharmacy, Preschool, Adult day care, Assisted living facility, Deli, Bakery, Visitor center, Medical services. Special considerations for the district are: Controlled commercial development to allow for employment and economic growth, Increasing services and opportunities for residents, Supporting the needs of tourism, Preservation of residential and open space, Smaller buildings, 2-Story height limit, Open spaces, Native landscaping, Hidden parking, Walkways with seats/tables and planters, Bikeway, Smaller signage, Residential dwellings above commercial buildings, Traffic pattern changes and roundabout, Reduced speed zone and turn lanes on Hwy 11 from the Park boundary to south end of the historic district. Recommended Historic District Boundary: Starting at approximately the 26 mile marker, North of Highway 11, and including that small section of Hale Ohia Road which runs south of Highway 11, and continuing to approximately the 27.5 mile point, where a segment of Old Volcano Road intersects with Highway 11. This includes the complete segment of the Old Volcano Road in the Volcano Village that was separated by the construction of Highway 11. The district includes properties fronting Old Volcano Road, then running North on Kalanikoa Road including the West side of Kalanikoa Road to the intersection of Kilauea Road. Continuing East, it includes properties contained on the South side of Kilauea Road and it's "on-paper" extension. Then running to the intersection of"paper road" Hinano Road, then going South to include properties contained West of"paper road" Hinano Road, and back to the approximate 26 mile marker starting point. All properties within this boundary are included. It is noted that a portion of Hale Ohia Road connected to Old Volcano Road is already designated as a State Historic Preservation District. Dan requested that Vikki provide a narrative of recommendations and reasoning for same for the larger committee to comment. Since the south east edge of the proposed district contains AG zoning, this also needs to be considered. Pat provided a map of Volcano from Jeff Darrow, planner, used by the county to encourage a commercial services area of medium density for small urban communities. It is contained within about 20 % of the proposed historic district northeast of Old Volcano Road. Item 4- Overlay district team Tim has talked to Zach Mermel, who is moving unfortunately, and is considering Yumi Radke, Linda Pratt and Jane Waldron. He wants to work with a Planner to see just what we can legally do and how to best approach defining the Special Overlay District. The request will need to be made to the PCDP for release of funds. Kim Dillman, originally on the PCDP steering committee is a possible resource. Their next meeting will be early September and Tim will contact possible members, refer to the PCDP and VLRP to guide the Committee. Diane recommended that they look at variances, define them and establish guidelines. Lot consolidations should be encouraged. Item 5- VLRP Plan report Per Dan, both Larry Brown, the County's Puna planner and Ron Whitmore, the Kau planner are our resources. The sequence of acceptance of the VLRP is (1) development of the general conceptual plan (done), (2) submission and pending recommendation by the PCDP AC to the County, (3) then development of the specifics of design guidelines, permitted uses, and forest protection, (4) County Planning makes recommendations and changes. (5) A Planner is hired to finalize the VLRP. (6) Approval by County Planning, (7) VLRP submitted to the Planning Commission, and if approved, (8) to the Hawaii County Council for approval as ordinance. The Pahoa Design Guidelines have already been adopted as ordinance, setting a precedent. Dan indicated that it would likely take 1 year to complete the process. He encouraged us to get Maile Medeiros David, our likely representative on County Council and Daniel Paleka, likely lower Puna rep, to attend one of our meetings. Hopefully they will be able to write letters of support to the Council. Next Meeting: September 15th at 6 PM at Vikki's house. Meeting Adjourned at 8:10 PM Submitted by Vikki Milon
