Minutes of the PCDP Subcommittee on Connectivity and Emergency Response
August 19 & 26, 2014, 5:00 p.m. Keaau Community Center
August 19, 2014 Minutes—PREP Fair Focus—Regular Meeting replaced with additional PREP Fair
Training Meeting
Call to Order: 5:15 p.m.
PREP Fair Meeting for Volunteers AGENDA attached.
Another Volunteer training was held on August 2, 2014 to replace the one scheduled for July 19th
postponed due to a tropical storm. The same agenda was used for the August 19th Volunteer Training.
Attendees were given an overview of the fair focusing on its major purpose as being emergency
preparedness with connectivity being a major means of being prepared to evacuate should the need
occur.
Exhibits and facilities layout were also shared with an expected 75 exhibitors,four 20x20 feet tents
have been added to accommodate the larger number than last year(48).
Students will be used this year to obtain demographics by putting wristbands on attendees and asking
where they are from and questions pertaining to emergency preparedness.
Participants will once again receive lucky number tickets for interacting with exhibitors and emergency
preparedness starter kit bags will be given out to them by drawings.
Other details were discussed pertaining to food,first aid stations, a newly added information and
resource center tent, and uniform for the day.
Sponsors were still being accepted and volunteers asked to approach others willing to help.
Volunteers were then divided into groups for training in the following areas: Mapping Room activities,
Emergency Planning, Surveying, Children's Activities and a combined group going over Prize Distribtion,
Demographics and Career Pathways.
Refreshments were served and the training ended at 7:00 p.m.
August 26, 2014 Minutes—Connectivity and Emergency Response Focus
The regular meeting was replaced by an Emergency Prep Starter Kit Bag filling activity which began at
3:00 p.m. and ran until 6:30 p.m.

At approximately 5:30 p.m. before people began to disperse,those members of the Subcommittee on
Connectivity and Emergency Response officially met to discuss one issue brought to the attention of the
subcommittee since the last meeting that needed discussion before the PREP Fair, scheduled for August
30, 2014.
Under discussion was Connectivity Location#31 Kamoamoa to One Ele located in Sea View Estates. Two
petitions were received dated August 7, 2014. The first petition, signed by 103 residents of SeaView
Estates, stated CL#31 would not be welcomed by Sea View Estate residents as it would bring much
unwanted traffic into the subdivision. The petition further asked that it be removed from the CL priority
list before the PREP Fair on August 30, 2014.
As this list is a snapshot in time, presented in a document submitted to the Puna Community
Development Plan Action Committee dated May 13, 2014, to be updated each year taking account
viability of suggestions made and further community input, the list will remain as shown in the May 13th
document, but the request to be removed from the list as written in the petition will be reflected on the
Community Comments section at the PREP Fair and will be acknowledged in the 2015 update.
A second petition submitted with the first suggested an alternate route as well as alternate services. 76
residents signed this,the smaller number reflecting those that did not want any additional roads in the
area. The additional services and road maintenance do not fit within the parameters of this
subcommittee, but it is recommended that the alternate connection be clarified if this is one the
residents want considered so it can be added to the suggestions provided thus far by the Puna
community.
It was also asked that a letter of response be written to the Sea View Estate residents submitting their
concern.
