Transportation: 4.5 NON-MOTORIZED TRAVEL AND SCENIC BYWAYS
Action 4.5.3.c (page 4-9,10)
Invest in walkways, bicycle facilities, “park-once” lots,
landscape improvements, themed signage programs and transit stops in approved village/town centers.
(4.5.1) Goals:
a) There are safe walking and bicycling routes to schools,
parks and bus stops.
b) There are safe pedestrian crossings on Highways 130 and 11, particularly Highway 130.
c) Puna has a network of contiguous scenic trails between and within subdivisions
for walking, bicycling, and horseback-riding.
d) Village/town centers incorporate walking and bicycling paths.
e) Routes are designated and improved as scenic byways.
(4.5.2) Objectives:
Implement a Safe Routes to School (SR2S) programs for all schools in Puna.
Survey, acquire rights-of-way for, and develop historic trails for non-motorized travel, which may also
be used partially as emergency vehicle or evacuation routes, when needed.
Identify and develop improvement plans for scenic byways.
Encourage the identification and preservation of historic
trails throughout the district.
