Seek State Department of Health acceptance of small-footprint
septic wastewater treatment designs; for example, those using drip irrigation or low-pressure pipe and double-tank no-leach field designs. Also, seek acceptance of small decentralized
treatment systems and clustered septic systems for wastewater treatment in village/town centers, clustered residential development and other special circumstances.
(2.3.1) Goals:
Aquifers that could be used for future community wells in high growth lower elevation areas are protected from pollution by untreated wastewater disposal systems.
Maintain and increase
the quality of coastal waters.
There is a strategy to address storm water runoff and localized flooding problems.
(2.3.2) Objectives:
Plan for future potable and irrigation water
demand and preserve a contamination-free zone in the portion of the aquifer in lower Puna for future development as a potable water source.
Improve wastewater treatment methods and standards
in areas designated for future aquifer use in coastal areas.
Address the special challenges of managing storm water runoff on Puna’s lava terrain on a watershed basis.
