PUNA COMMUNITY DEVELOPMENT PLAN MANAGING GROWTH: 3.5 Parks and Recreation  Action 3.5.3.a (page 3-17) Consider expanding the Camp Ground at MacKenzie State Park to include public <br />property south of MacKenzie.  (3.5.1) Goals: a) Puna offers a variety of public recreational areas, reflecting the beauty and diversity of the natural setting, and recreational <br />programs for people of all ages and physical abilities that are not currently available. b) There is an equitable dispersal of parks and recreation facilities readily accessible to <br />most Puna residents. c) The development of future parks supports the growth management goals, objectives and actions set forth in Section 3.1 of this plan, (3.5.2) Objectives: <br /> Adopt the following classification for expansion and improvement of parks in Puna: 1) Camp Ground: An area with potable water and restroom facilities for overnight tent camping, <br />which may be available on a permit or fee-for-service basis. 2) Coastal Activity Area: A shoreline recreational area that is accessed by a park or a public easement. 3) Community <br />Park: A recreational park or facility intended to be used primarily by residents of the area that is owned and maintained by the County or by a private entity with unrestricted public <br />access. 4) Linear Park: A recreational, non-motorized pathway (except motorized wheelchairs), which may be inter-connected or within a right-of-way of an existing or new roadway, and <br />is separated from travel lanes and adjacent properties by a landscaped buffer, with occasional rest stops or viewing spots. 5) Preserve: A site with features of significant natural <br />or historic value that provides minimal facilities for public visitation, such as interpretive signage, a walking trail and small parking area, and is maintained by a stewardship program. b) <br /> Encourage the collocation of schools, parks and senior centers to promote interactivity between community members of all ages. c) Identify lands to be used for parks in connection <br />with subdivision interconnectivity.
