Action 3.6.3.d (page 3-20)
Incorporate energy-efficient features into the construction of lower-cost
homes with the use of public subsidies.
(3.6.1) Goals:
a) Puna has made significant progress towards achieving energy self-sufficiency by 2020.
b) A significant percentage of
Puna households continue to live completely or partially off the electrical power grid.
c) Puna lowers its dependence on fossil fuel as an energy source, becoming a demonstration
area for alternative sources, systems and fuels.
d) There are incentives for the use of renewable energy sources.
(3.6.2) Objectives:
Promote use of solar technologies, such as
solar water heaters and photovoltaic power systems.
Employ energy-efficient design standards for public building and residential development, including ventilation and cooling.
Recognize,
when establishing regulatory standards, that while energy efficiency yields long-term cost savings for low-income households, it may impose added initial construction cost on housing.
Accordingly, reduced property tax assessments for self-powered homes and businesses should be implemented.
