Action 4.2.3.b (page 4-4)
Improve transit service operations by:
Increasing transit service to a minimum of two
additional runs during peak hours;
Establishing demand responsive transit in subdivisions;
Providing commuter express bus service from Pāhoa to Hilo and Volcano to Hilo with local bus
or paratransit services to fed selected stops in order to provide service to a broader area; and
Establishing a hub-and-spoke transit system, in which transit circulators are teamed
with trunk routes on major highways.
(4.2.1) Goals:
a) Mass transportation options are increased for all Puna residents.
b) Transit service and improvements reinforce and complement
the development of village/town centers.
c) A greater percentage of commuters use mass transit.
(4.2.2) Objectives:
Convert the present Hele-On bus routes and services to a
“hub-and-spoke” system, with paratransit vehicles bringing passengers from outlying areas to Hele-On Bus hubs and also distributing passengers within the Hilo area.
Coordinate County
transit services with special needs paratransit services and school transportation.
Provide park-and-ride lots at key regional sites to promote commuter ridership.
Strengthen County
capability and resources to operate the transit system and increase ridership.
Ensure that pedestrians can access bus stops safely.
