HomeMy WebLinkAbout02-05-2014 Public Access Subcommittee notes North Kohala Community Access Group Meeting Notes February 5, 2014 (Old Courthouse 4:30pm) Participants: Carter Collins, Toni Withington, Aric Arakaki, Jack Hoyt, Bruce & Linda Soll, Dave & Carolyn Richardson, Margot McFedries, Beth Robinson, Ralph Galan, Joe Carvalho, Ted Matsuda. Akoakoa Point (Bird Cave) Joe will arrange dates with Aldridge for a walk thru sometime in early March and send it to interested persons. Hapu'u – Kapanaia Pacific Plains and EWM/Anderson are willing to sell their land to the County The County Council will hear a resolution soon to purchase these parcels. Community groups are also seeking matching funding. Halelua The property owners will list some of the agriculturally zoned properties for sale. The property that Ohau Heiau is on will be listed for sale. We should ask Larry Brown from the planning department to explain the confusing trail maps on the proposed grant of easement documents for the Vispassana property. Kauhola Lighthouse On January 15th, there was a marine resource management meeting. People from around the island including staff from the DLNR Vandalism problems like RAVE have happened on this property. Upolu Airport - East end of the runway The landowners are willing to put controlled vehicle access by the proposed parking lot. A non-profit group may be considered for the control of the vehicle access gate. The proposed parking lot will be 50' x 50' and graveled. Will ask Larry Brown from planning department for the latest copy of the landowners proposed access plan. Let's tell the action committee to hold the letter of recommendation for the access plan and not submit it to the planning director. We may help the landowner get SMA and/or conservation district permits to improve the lower portion of the proposed access. Kaiholena Lot F The Ala Kahakai Trail association is still pursuing funding for public purchase. Kiiokalani Ahupua'a (Black Point) We should write a letter of recommendation supporting this access plan. Kohala Kai . Margret Wille held a meeting with the landowners and their archeologist. Margret plans to hold another meeting with this group to find a resolution. The Ala Kaha Kai NPS has proposed to take responsibility of the Ala Loa from the Landowners. The landowners' attorneys are still reviewing the proposal and have not made a decision. Access Group Interfacing with the Action Committee and the County We are still editing a plan to send to the action committee. New Items Moku ahupua'a is a Hawaiian cultural and preservation program. Ahumoku is a preservation of our natural resources, and will be coordinated for each island and each district. This group will report to the program advisors, DLNR and West Pac. · There are legislative bills acts 212 & act 218 which are creating a policy to make recommendations. Grants of easements from Larry Brown of the planning department. GOE for Old Halaula Mill road is out for public comment. GOE for Ainakea Makai (Charlie Anderson) is out for public comment We will send the GOE's out with the notes. Next Meeting Wednesday March 5, 2014, 4:30pm in the Old courthouse.
