ADMINISTRATIVE MATTERS
1. Minutes of the Meeting of May 28, 2014 (June meeting was cancelled: lack of quorum)
2. Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and must
comply with HRS § 92-7
PRESENTATIONS TO THE ACTION COMMITTEE
1. Open Space Presentation by Alexandra Kelepolo, Property Management Technician
and a Commissioner of the Public Access Open Space & Natural Resources
Preservation Commission will provide a brief presentation about the commission
and its process on nominating properties for consideration.
2. A presentation by McClean Honokohau Properties for development of its proposed
Honokohau Village Regional Center by rezoning less than 50 acres of land area to the
Residential-Commercial Mixed Use District (RCX) zoning district and incorporating the
Village Design Guidelines in its entirety. The development site adjoins the northern
boundary of the West Hawaii Civic Center. In 2009 this site was included in a larger
area covered by the Countys effort to develop a conceptual master plan for the CDP-
designated Honokohau Village Regional Center Development (RCD). The landowner
is proposing to rezone less than 50 acres from the Open (O) and Agricultural (A) zoning
districts to the RCX zoning district, instead of rezoning to a Project District, because they
cannot meet the 50 acre minimum land area currently required by the Zoning Code for a
Project District application. Discussion on this item may occur at this meeting; however,
voting on this issue can not occur until the next scheduled meeting of the KCDP AC.

1.Discussion and action on concurrency and methods of implementation.
2. Voting on a presentation made on 5/28/14 by RMB 20 to build a portion of Lako Street
and donate a portion of a significant cultural site to the County in return for allowing
developer to rezone, consolidate and re-subdivide, into RM-1 (Multi-family Residential)
lands immediately North of Lako Street.

be heard on the above items. According to the Operating Guidelines of the Kona Community
Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate
her/his name and whether the testimony is on her/his behalf or as a representative of an organization or
individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The
Committee would appreciate timely submittal to the Planning Department at least one week prior to the
hearing date to allow for mailing and thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a
lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means any individual engaged
for pay or other consideration who spend more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by communicating or
urging others to communicate with public officials. {Article 15, Section 2-91.3(a) (6), Hawaii County
Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation
to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no
later than five (5) working days prior to the meeting date, to arrange for accommodations. Other
reasonable modification refers to communication methods or devices for people with disabilities who are
