E., 2 Floor West Hawaii Civic Center 74-5044 Ane Keohokalole Highway REVISED AGENDA 08/27/14 CALL TO ORDER KONA CDP MEMBER INTRODUCTION STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA ADMINISTRATIVE MATTERS 2.Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and must comply with HRS § 92-7) PRESENTATIONS TO ACTION COMMITTEE BUSINESS OF COMMITTEE: ITEMS FOR DISCUSSION AND ACTION a.Motion made by Curtis Tyler and seconded by Hiram Rivera that the Action Committee request that the Planning Director consider incorporating adjacent pre- existing land uses as a part of a neighborhood for new projects that are less than 50 acres. The applicants would be in agreement to using the Village Design Guidelines wherever feasible. This is in regards to the presentation made on 7/30/14 made by Dave Elbogen of McClean Honokohau Properties. b.Motion made by Curtis Tyler and seconded by George (Keoki) Schattauer to the extent that road improvements are necessary as area mitigation it shall be for some or all of the road segments in that concurrency zone as necessary to be sufficient to offset the traffic demand or impact generated by the project. www.cohplanningdept.com Hawai`i County is an Equal Opportunity Provider and Employer planning@co.hawaii.hi.us KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE: COUNTY OF HAWAI’I AGENDA 08/27/14 c.Motion made by George (Keoki) Schattauer and seconded by Curtis Tyler to ask the Planning Department to assist in creating an open space network plan assisting the action committee. d.Motion made by Douglas Payne and seconded by Curtis Tyler that the planning department look at the industrial designation on the general plan and amend the boundary to be consistent with the Kona CDP’s TOD designation. 2.Discussion regarding Chair Greg Ogin’s concern that the Kona CDP’s not allowing rezoning to any industrial zone designation within the Kona urban area. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
