ROLL CALL: Per B. Kossow: Willie-Joe Camara, District 1 Dwayne “Ike” Yoshina, District 2 Anthony “Tony” Sylvester, District 3 Paul Bueltmann, District 4 Thomas H. Lodge, District 5 Kenneth “Kalani” DeCoito, District 6 Vacant District 7 - - Absent Mark C. Bartell – District 8 Vacant District 9 – Quorum established with six in attendance, one absent and two vacancies. ALSO PRESENT : B. Command, Deputy Planning Director Craig Masuda, Corporation Counsel Barbara Kossow, Administrative Specialist APPROVAL OF THE MINUTES OF: May 19, 2014 Action: W. Camara moved to accept the minutes as circulated; seconded by D. Yoshina, and carried unanimously by voice vote. The minutes of June 9, 2014 were deferred. PUBLIC TESTIMONY ON AGENDA ITEMS : Councilwomen Margaret Wille stated that she is supportive of GMAC and the more we can coordinate the better. She is interested in the budget and will help locate funding 1 Hawaii Game Management Advisory Commission Meeting Minutes – July 21, 2014 and she definitely wants somebody in her district to fill the vacancy on this commission. VI. REPORTS/SPECIAL COMMITTEE/PRESENTATOIN: Chair Lodge introduced Mike Robinson, Manager of Forestry and Natural Resources Land Management Division Department of Hawaiian Home Lands. Mr. Robinson shared the Aina Mauna Legacy Program master plan – long range plan which is geared to restore and protect approximately 56,000 acres of native Hawaiian forest on Mauna Kea that is ecologically culturally and economically self-sustaining for the Hawaiian Home Lands Trust, its beneficiaries and the community. The plan actions and analysis include:  Native Forest Restoration and Sustainable Koa Forestry  Invasive Plant Control and Remnant Invasive Species Eradication  Non-Native Wildlife Control and Management (i.e. ungulates)  Road System, Fencing, Water Systems, etc.  Research and Community Outreach You may Google and download the Aina Mauna Legacy Program to view. REPORTS/SPECIAL COMMITTEE/PRESENTATION: B. Command: Budget process for GMAC: Budget last year was $7,500 dollars. The line item in this year’s budget is $7,500 dollars, the line item in next year’s proposed budget estimated $7,500 dollars. Total used last year according to current report is $7,153.24. It was determined that a budget is needed that includes travels to legislature (how many times) out of state conferences if any, etc. If more funding is needed approach the mayor. T. Sylvester: Na Ala Hele Trails and Access Update: Last year GMAC submitted a letter to Mayor Kenoi addressing access issues into areas in Pepeekeo, Kolekole, and Chin Chock. At that time we were working with Jordan Jokiel from DLNR who served as the Access & Acquisition Coordinator. An email which was received on July 2, 2014 from a member of the Na Ala Hele Trails and Access regarding hunting access to the Hilo Forest Reserve near Akaka Falls - mentioned under council members concerns – the developer is working with DOFAR and the county to provide public hunting access and parking as part of a subdivision planning. The letter also included the tax map key which was hard to read but appears to be the old plantation road 2 Hawaii Game Management Advisory Commission Meeting Minutes – July 21, 2014 that ended at the Hilo Forest Reserve. Ron Bachman is the person at DOFAR that has been consulted by the county regarding this issue. Why wasn’t this commission included? We met with the county in May and this was not mentioned. How do we remedy this? B. Command will look in to the matter and speak with Larry Brown since this is regarding public access which falls under subdivision planning. A question was asked about any updates to a letter that was written to Mayor Kenoi regarding a public access to the Kaiwiki section of the Hilo Forest Reserve. The letter was sent because it was confirmed that the county was unable to conduct a survey to mark the access route in the field due to higher problematic priorities. Any process on this issue ended when Jordan Jokiel left. B. Command said that he will have a conversation with David Penn who recently filled that vacancy and see about restarting this project. Wildlife Revolving Fund which is supported through Hunting License, Stamp and Tag Sales T. Sylvester said not much going on just the rehashing on what went on at last legislative session. Current money allocated to the Wildlife Revolving Fund insufficient for the department to carry on the objectives of HRS 183-D - The goal for this last legislative session, although the bill didn’t make it in there at all – we were working with DLNR. The $750,000 plan which started off as the comprehensive game management plan that trickled down to $250,000 and then it just died. Deputy Chair Esther Kia’aina who handled this particular bill has moved on to another job. Jesse Souki has replaced her. It was determined that GMAC will pursue this issue for a better understanding of where the funding goes and who controls it. Chair Lodge will invite Lisa Hadway, DOFAW Administrator to the next meeting. ADJOURNMENT The meeting ended at 8:32 p.m. due to the failure of the audio stream between Hilo and Kona.
