HomeMy WebLinkAbout2014-09-05 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES SEPTEMBER 5, 2014 The Windward Planning Commission met in regular session at 9:34 a.m. in the County of Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman Myles Miyasato presiding. COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, and Raylene Moses. ABSENT AND EXCUSED: Stephen Ono. ALSO PRESENT: Amy Self (Deputy Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager) from 9:51 a.m., Jeff Darrow (Staff Planner), Maija Jackson (Staff Planner), Christian Kay (Staff Planner) Sarah Hata-Finley (Commission Secretary), Kim Tanaka (Secretary). A quorum was present. Chairman Miyasato introduced staff and Windward Planning Commissioners to members of the public. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. 1.APPLICANT: KEVIN STAFFORD (SPP 14-165) Application for a Special Permit to allow the establishment of a four-bedroom bed and breakfast operation within an existing dwelling situated on 18,000 square feet of land within the State Land Use Agricultural District. The property is located at 12-7200 Ki‘i Nani Place. It borders both Namohala Place and Ki‘i Nani Place, Kehena Beach Estates Unit 2, Keauohana, Puna, Hawai‘i, TMK: 1-2-031:039. 2.APPLICANT: ĀHUALOA LAND COMPANY (REZ 14-178) Application for a Change of Zone from an Agricultural 40-acre (A-40a) to an Agricultural 5- acre (A-5a) district for 67.649 acres of land. The property is located on the mauka side of Hawai‘i Belt Road, between Hawai‘i Belt Road and Old Māmalahoa Highway, approximately 0.7 miles east of the Mud Lane – Hawai‘i Belt Road intersection and between Mile Marker 51 and 52, Kapoaula, Kamoku, Hamakua, Hawai‘i, TMK: 4-7-007:042. At 9:35 a.m., Chairman Miyasato announced that Item No. 1 (Kevin Stafford) was postponed. At that time, Ms. Jackson also announced that Item No. 2 (Āhualoa Land Company) was also being postponed. 3.APPLICANT: ORCHID MANOR ASSOCIATION OF APARTMENT OWNERS (SMA- 14-056) Application for a Special Management Area (SMA) Use Permit to allow an addition of a new roof over the existing roof of an apartment complex on 1.028 acres of land situated within the County’s Resort-Hotel (V-.75) zoning district and the SMA. The property is located at 355 Kalaniana‘ole Avenue, Waiākea, Hilo, Hawai‘i, TMK: 2-1-006:018. The Commission took this item up at 9:36 a.m. with 2 people from the public in attendance. (SEE EXHIBIT A) This item ended at 9:48 a.m. 4.APPLICANT: PETER BLAKE (SPP 14-167) Application for a Special Permit to allow the operation of a lunch wagon and eating area on a 2,400 square-foot portion of a 0.7-acre parcel situated in the State Land Use Agricultural District. The property is located on the north side of Old Volcano Road approximately 1,500 feet east of the Pearl Avenue-Old Volcano Road intersection, ‘Ōla‘a Summer Lots, Volcano, Puna District, Hawai‘i, TMK: 1-9-003:002. At 9:48 a.m., Chairman Miyasato announced that the Applicant (Peter Blake) withdrew his application. ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the following at 9:49 a.m. 1.Status of applications heard by Windward Planning Commission that are pending before County Council. Ms. Jackson briefly updated the Commission on applications that are pending before the County Council. She said that the B2-II Educational Trust Change of Zone application (A-3a and A-1a to FA-1a,Waiākea area) and the Jason DePonte Change of Zone application (A-3a to RA-1a, Waiākea area) were approved by the County Council. Ms. Jackson stated that the LK & RR Enterprises, LLC Change of Zone application (RS-10 to CN-10, Waiākea Houselots area) was being heard at the Council at that moment, and that several Council Members have expressed concern regarding that request. Mr. Arai added that the County Council just went into recess and will reconvene at 10:30 a.m. to discuss that application. Page 2 of 3 Windward Planning Commission September 5, 2014 Minutes ADJOURNMENT – There being no further business, it was moved by Commissioner Moses and seconded by Commissioner Henkel that the meeting be adjourned.
