HomeMy WebLinkAbout2014-69 CERS 23Sep2014 Communication No. 2014-69 PCDP Subcommittee on Connectivity and Emergency Response Meeting—September 23, 2014 Keaau Community Center MINUTES Call to Order: 5:00 p.m. Attendance: Patti Pinto, Farris Etterlee, June Conant, Stephanie Bath, Jon Olson, Rusty Jones, Marlene Hapai, Chair Minutes approved as circulated (August 19 and 26, 2014) Old Business: • PREP Fair Debriefing: Facilities: spacious, open, shady areas, safe enclosed area, walker friendly Incident Command/Overall Operations: Excellent with Area Coordinators Demographics: Should be done by adults as need ability to approach and question people as well as band them and record data. Suggest Sociology or Political Science students who generally take surveys. Wrist banding too time consuming in preparation as well as implementation. Mapping: Model successful. Keep separate from entertainment. Emergency Planning Workshops: More of a presentation. Need more interaction. Darryl Oliveira did a great job. Entertainment: Great, but best to separate from other events so does not distract from them. Food: People left because they were hungry and school did not provide enough variety. Recommend food trucks. Area to sit and eat. Lucky Number Drawings: Met goal of interaction between vendors and visitors. Some suggested fewer things and better quality, hourly prizes, and vendors give them out. Giving out bags to those with ten or more tickets and only one bag per recipient, would work well for both purposes of interaction and ease of distribution. Career Explorations: Good use of resource people Rehab Center: Too small for number served. Recommend sandwiches, chips, fruit, drinks —Keep it simple. Resource/Information Tent: PA too loud. Test before starting. Separate PA from this tent Surveys: Good data. Better to place in central location where everyone passes by. Sponsorships: Best to send out letters at end of calendar year to help sponsors plan their giving. Volunteers: Need more mature volunteers for overall activities Written Program: All satisfied Other Concerns: No product promotion. Time/Date of Event: Beginning of Hurricane season • Discussion on Location of PREP Fair 2015 Recommend changing location to another district on Hawaii Island in greatest need of emergency preparedness. CER Subcommittee will serve in an advisory capacity for other interested districts. • Subcommittee actions post-PREP Fairs Revision and Implementation Phase: Put energies into budgeting and planning and implementation of alternative connectivity locations/emergency evacuation routes. • New CL data from 2014 PREP Fair (if available) Not available at this time. • New Survey data from 2014 PREP Fair (if available) Not available at this time. • Discussion on supporting other recommendations regarding transportation routes available after areas have been cut off from disasters, e.g. lava flows Use media to help with mental health/Post Hazard Stress and how to deal with it. Recommend PSA's that share what those experiencing disaster may be feeling and where help is available. Subcommittee members also voted to support the following recommendations regarding alternative transportation after regular routes are cut off: Helipad Air Strip Connecting Chain of Craters Road Increased looping of buses to include Keaau to Volcano and Keaau to Pahoa. Add Park and Ride areas so feeder buses can work. • Review of response letter to SeaView residents Other Old Business: None New Business: None Next Meeting: October meeting cancelled.
