EXECUTIVE SESSION
The commission will meet in executive session to consult with Corporation Counsel on
questions and issues pertaining to the commission's powers, duties, privileges, immunities,
and liabilities; to consider discipline and charges against officers or employees of the
Hawaii Police Department; and to consider sensitive matters relating to public safety
pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b).
INVESTIGATION AND DELIBERATION OF COMPLAINTS (briefly summarized)
• HPC 14-22: Complainant alleged that an officer minimized the assault on her, showed
her no courtesy, and did not contact her to follow-up on her case (continued from
previous meeting).
• HPC 14-23: Complainant was involved in a traffic stop. She alleged that an officer
racially profiled her and wrongly cited her for cell phone use.
• HPC 14-26: Complainant alleged that when an officer issued a citation, he did not
check to see that the license plate did not match the vehicle.
• HPC 14-28: Complainant was arrested for DUI. He alleged that an officer targeted him
personally during the traffic stop. He also complained about the procedures.
• HPC 14-29: Complainant was involved in a traffic stop. He alleged that an officer
deprived him of his right to travel.
