POLICE CHIEF'S REPORT ON DEPARTMENTAL ACTIVITIES Including, but not limited to: • Crime report by area, category, and trends. • Traffic report by area, category, and trends. • Personnel report on vacancies, recruitment, training, promotions, reallocations, severance from service, and work assignments. • Finance report of budget and expenditures. • Commendations of sworn and civilian employees. • Other departmental activities. EXECUTIVE SESSION The commission will meet in executive session to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities; to consider discipline and charges against officers or employees of the Hawaii Police Department; and to consider sensitive matters relating to public safety pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b). INVESTIGATION AND DELIBERATION OF COMPLAINTS (briefly summarized) • HPC 14-22: Complainant alleged that an officer minimized the assault on her, showed her no courtesy, and did not contact her to follow-up on her case (continued from previous meeting). • HPC 14-23: Complainant was involved in a traffic stop. She alleged that an officer racially profiled her and wrongly cited her for cell phone use. • HPC 14-26: Complainant alleged that when an officer issued a citation, he did not check to see that the license plate did not match the vehicle. • HPC 14-28: Complainant was arrested for DUI. He alleged that an officer targeted him personally during the traffic stop. He also complained about the procedures. • HPC 14-29: Complainant was involved in a traffic stop. He alleged that an officer deprived him of his right to travel. STATUS REPORT OF REFERRED AND INTERNAL COMPLAINTS (OPEN SESSION) ANNOUNCEMENTS • The Police Commission's next monthly meeting will be on Friday, November 21, 2014, at 9:00 a.m., at the Waimea Community Center (Parks & Recreation) 62-1260 Kawaihae Rd., Kamuela, Hawai'i.. • Collection of files and documents.
