HomeMy WebLinkAbout2014-07-17 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JULY 17, 2014 The Leeward Planning Commission met in regular session at 9:33 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Collin Kaholo, Barbara Nobriga and Thomas Whittemore ABSENT AND EXCUSED: Thomas Hickcox ALSO PRESENT: Bobby Command (Deputy Planning Director), Margaret Masunaga (Deputy Corporation Counsel), Larry Brown (Planner) and Noriko Sauer (Commission Secretary) And two people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. He also described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS INITIATOR: PLANNING DIRECTOR An ordinance amending Chapter 25 (Zoning Code), Article 2, Division 7, Section 25-2-71 (Applicability-Plan Approval required), Section 25-2-73 (Reserved), Section 25-2-76 (Action of Plan Approval application), Section 25-2-77 (Review Criteria and conditions of approval); and Article 6, Division 1, Section 25-6-3 (Application for P.U.D. permit requirements), Section 25-6-7 (Reserved), and Section 25-6-10 (Criteria for granting a P.U.D. permit) of the Hawai‘i County Code 1983 (2005 Edition, as amended). These amendments would create a process within the Zoning Code that requires the Planning Director to review and consult with a local design review committee for certain land use permit applications situated within a special district to promote consistency with applicable adopted design guidelines and/or standards. The Commission took up this item at 9:35 a.m. with two people from the public in attendance. (SEE EXHIBIT A) 1 INITIATOR: PLANNING DIRECTOR An ordinance amending Chapter 25 (Zoning Code), Article 5 of the Hawai‘i County Code 1983 (2005 Edition, as amended), relating to zoning district regulations for dwellings within the Industrial-Commercial Mixed (MCX) zoning district. The purpose of this amendment is to allow multiple family residential dwelling units within the MCX zoning district. The Commission took up this item at 10:00 a.m. with one person from the public in attendance. Mr. Brown stated that the Planning Director had requested a continuance since details were still being worked out. Commissioner Whittemore moved to continue this item until the Planning Director’s proposal is ready for the Commission’s consideration. The motion was seconded by Commissioner Nobriga, and carried by a roll call vote with four ayes (Whittemore, Nobriga, Kaholo and Beaudet) and one absent and excused (Hickcox). MINUTES – The Commission took up the following minutes at 10:04 a.m.: May 15, 2014 – It was moved by Commissioner Whittemore and seconded by Commissioner Kaholo that the minutes be approved as submitted. The motion was unanimously carried by a voice vote. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 10:05 a.m.: 1.Status of applications heard by Leeward Planning Commission that are pending before County Council – There were no updates. ANNOUNCEMENTS – Staff announced that the next meeting was scheduled for August 21, 2014. ADJOURNMENT – There being no further business, at 10:06 a.m., Commissioner Whittemore moved to adjourn the meeting, and the motion was unanimously carried by a voice vote.
