Dear Kalapana Seaview Estates Residents,
Our Puna Community Development Plan Subcommittee on Connectivity and Emergency Response
met Tuesday, August 26, 2014 to discuss the petitions emailed to us on August 7, 2014.
Under discussion was Connectivity Location #31 Kamoamoa to one Ele located in Sea View Estates.
Two petitions were received dated August 7, 2014. The first petition, signed by 103 residents of
SeaView Estates, stated CL#31 would not be welcomed by Sea View Estate residents as it would
bring much unwanted traffic into the subdivision. The petition further asked that it be removed from
the CL priority list before the PREP Fair on August 30, 2014.
As the present Connectivity Prioritization list is a snapshot in time, presented in a document submitted
to the Puna Community Development Plan Action Committee dated May 13, 2014, to be updated each
year taking account viability of suggestions made and further community input, the list will remain as
shown in the May 13th document, but the request to be removed from the list as written in the petition
will be reflected on the Community Comments section at the PREP Fair and will be acknowledged in
the 2015 update.
A second petition submitted with the first suggested an alternate route as well as alternate services. 76
residents signed this, the smaller number reflecting those that did not want any additional roads in the
area. The additional services and road maintenance do not fit within the parameters of this
subcommittee, but it is recommended that the alternate connection be clarified if this is one the
residents want considered so it can be added to the suggestions provided thus far by the Puna
community.

Please be aware that the Subcommittee's report is a compilation of the suggestions received from
communities and individuals all over Puna and reflects the desire of the people to have more than one
way to safely access and evacuate their communities.
Points of connectivity that have been suggested by the community will be further evaluated for
feasibility and community support/opposition. You have clarified substantial reasons to avoid this
route and your comments will become a permanent part of the Subcommittee's 2015 report.
We will seriously consider removing this suggestion from our priority list, will continue to accept
community input and ask for any other suggestions to accomplish emergency evacuation within your
area.

is the long response time for medical emergencies. As health and safety is your stated#1 prionky
of the emergency road proposal,we therefore suggest establishing an Ambulance Corps
stationed along the Red Road,which could be manned by certified EMT's and trained volunteers.
We believe that tax dollars spent on this proposal as opposed to a road would address our main
emergency issue in a more economical and effective way. If a new road is truly needed we
would like to suggest one as pictured on the attached map. This option would serve all of the
residents in this area without the destructive impact of the originally proposed road.
Before building any new roads we would like to see existing roads leading to

My home in Sea View is on Mapuana Ave, When we purchased our lots we did not expect to
have a major short cut through Sea View in front of my house. This was one of the perks of
moving out in the country. Less traffic and less noise. Please route the "emergency road" away
from Sea View's main street of Mapuana Ave.

Subject: Signed Petition Against County Road Into Kalapana Seaview Estates, Puna
Dear Mr. Brown,
We are writing you to object to the County of Hawaii's proposal to develop a highway in the Puna
District which leads to Mapuana Avenue in Kalapana Seaview Estates.
We believe that implementation of this proposal is ill advised. There are numerous alternatives that
address the area's safety issues without negatively impacting the residents of Seaview.
The three of us who have signed the attached petition are homeowners and soon-to-be residents at
12-263 Mapuana Avenue and will begin construction on a larger home on a contiguous lot, also on
Mapuana Avenue, in September.
Kalapana Seaview Estates was developed primarily as a single-family home, bedroom community.
Funneling traffic through our community can only have a detrimental impact on the quality of life.
The remoteness of Kalapana Seaview Estates and other residential neighborhoods in this area along
the "Red Road" presents challenges for the health and safety of the residents. However, destroying
the community atmosphere of Seaview, Puna Palisades or Kehena by constructing any highway that
increases traffic through these areas will not solve the problems you are hoping to address.
Residents who have chosen to build homes and live in this area were well aware of the challenges of
the distance from Hilo or even Pahoa when they made their decisions. These are challenges we
accept because of other aspects of the quality of life found only in Puna.
Aside from creating increased danger of being hit by a moving vehicle for the children and elderly in
our neighborhood, making Mapuana Avenue a main street between Pahoa and the "Red Road"will
only negatively impact the property values of all homeowners all of Seaview.
We are sure that you are aware that studies of highway usage have clearly demonstrated that the
"science" used to predict traffic is extremely weak. Unfortunately, improved highways generate new
usage by unpredictable amounts. The expanded and improved highways do not simply accommodate
the current traffic more efficiently_ Expanded highways generate more cars on the highways than
before construction, and the increase in traffic then requires further expansion. The last thing any of
us residents of Seaview or Puna need is more automobiles on our quiet streets

We, the undersigned residents of Sea view, feel that the main emergency issue we are facing here
is the long response time for medical emergencies. As health and safety is your stated#1 ront

of the emergency road proposal, we therefore suggest establishing an Ambulance Corps
stationed along the Red Road, which could be manned by certified EMT's and trained volunteers.
We believe that tax dollars spent on this proposal as opposed to a road would address our main
emergency issue in a more economical and effective way. If a new road is truly needed we
would like to suggest one as pictured on the attached map. This option would serve all of the

My home in Sea View is on Mapuana Ave, When we purchased our lots we did not expect to
have a major short cut through Sea View in front of my house. This was one of the P erks of
moving out in the country. Less traffic and less noise. Please route the "emergency road"away
from Sea View's main street of Mapuana Ave.

Emergency Road PETITION #1 to the PCDP Action Committee
We, the undersigned residents of Seaview, strongly object to the proposed
road connecting our subdivision to Hwy 130 as pictured in the CERS Report
amended on May 13, 2014 and petition you to remove it from consideration_
Effectively, the road will make our 25mph main street the new highway to Red
Road,bringing thousands of cars and trucks traveling back and forth through our
community. Beach goers,commercial delivery vehicles, Red Road residents,
tourists and countless others will be driving past our homes and through our
formerly quiet streets.
The people who live here value the quality of life offered by our inconvenient
location. Many have chosen Seaview not in spite of its distance from town but
because of it. Turning Mapuana Ave. into a Leilani Blvd. is unacceptable,
especially in the light of the County indicating to you their position that all the new
road be open 2417,not just for emergencies.
