The motion was seconded by Roger Harris and passed with 23 a unanimous vote. 24 PRESENTATION 25 Aric Arakaki from the National Park Service did a presentation on the organization’s efforts to work on 26 the Ala Kahakai National Historic Trail. The trail was designated in the year 2000 to create a national 27 trail from the northernmost tip to South Point, the Volcano’s National Park, so roughly two-thirds of 28 the Hawai‘i Island, and that the system of trails includes mauka-makai trails. He said the primary 29 mission is to preserve and open up access ancient and historic trails. 30 Aric provided the AC with an overview of the staff and board of the Ala Kahakai Trail Association and 31 provided some general introduction regarding the communities and organizations that they work with. 32 Aric discussed several segments/projects of the trail that the service is working on and then provided an 33 update on Kohala Kai public access plan. He discussed the original alignment of the trail and how the 34 developer built another trail and how they are now working to retain the original alignment and create a 35 conservation easement. 36 Aric discussed the Highways Act of 1893 and said that is way to preserve access and a way for the 37 State to reassert its ownership. Trails identified by the Na Ala Hele or the within the National Parks are 38 the trail systems that are managed by the National Parks and are open to the public. 39 40 Page 1 of 4 PRESENTATION 41 Sierra Tobiason, with the University of Hawai‘i Sea Grant College Program and the South Kohala 42 Coastal Partnerships Coordinator, gave an update presentation on the South Kohala Conservation 43 Action Plan. The priority site, selected by the Coral Program, of the plan is 24 miles long from the 44 north boundary of Kawaihae to Anaeho‘omalu Bay and includes the associated 15 ahupua‘a. 45 Sierra said the priority threats - that the plan is designed to reduce the land based source of pollution, 46 invasive species, and unsustainable fishing practices. Sierra said that the strategies and objectives are: 47 community engagement, co-managed areas, fisheries management, sediment reduction, invasive species. 48 There has been developed a Coastal Communities Meeting Group for the west Hawai‘i communities to 49 share information and partner on development of plans and programs. 50 Sierra provided an analysis of the SKCDP and the South Kohala Conservation Action Plan. 51 Sierra provided an update on the stream corridor assessment that has been ongoing since the last time 52 she spoke to the AC. Sierra also said she has put together a tool kit for water quality monitoring from 53 grants she received from NOAA. Sierra said that there is also a South Kohala mapping project by 54 NOAA that extends down to Keahole Point from Kawaihae. 55 Additional information on the programs, plans and contact information for the South Kohala 56 Conservation Action Plan can be found at hawaiicoralreefstrategy.com 57 PRESENTATION 58 Toni Withington, a member of the North Kohala Access Group, provided a background of public access 59 development efforts in North Kohala as well as the North Kohala Access Group itself. The North 60 Kohala community’s efforts on the development of public access is based on 40 years of planning and 61 organizing to keep Kohala coastline open and free from development. She said that in the past 10 years 62 that 15 million dollars have been used to purchase 213 acres and several properties have been identified 63 for public purchase. 64 Toni said that public access was a major part of the scoping for the NKCDP and that one of the major 65 public trail was recommended to be from Pololu to Kawaihae. She said that the North Kohala Access 66 Group meets once a month and has been doing so for 8 years. 67 discussed the Public access proposal sent to the Planning Director from the North Kohala CDP AC. 68 Toni discussed that one of the actions resulting from the issues identified with the controversial Kohala 69 Kai public access was that the access group developed a public access proposal that the North Kohala 70 CDPAC has sent to the Planning Director. Toni went through some of the objectives of the guidelines, 71 such as to amend Rule 34 – Public Access, and have a two-way communication requirement, and walk- 72 thrus of the trails, and have stewards of the trails. 73 ADMINISTRATIVE MATTERS 74 Joel Cohen made a motion to approve the minutes of the April 28, 2014 and May 19, 2014 meetings, 75 Kit Roehrig seconded the motion. Motion passed unanimously. 76 The approval of the schedule of meetings were postponed to the next meeting. 77 Next meeting will include approval of the next year’s meeting schedule. 78 BUSINESS OF COMMITTEE 79 1.SKCDP Implementation. Action Committee will continue ongoing review of SKCDP Goals, 80 Policies and Actions & discuss roles & responsibilities. 81 Page 2 of 4 The AC requested to have next meeting’s agenda include a discussion to create a list of 82 concerns/issues/questions to discuss with the Planning Director at the July Meeting. Staff was 83 asked to check with the Director if moving the meeting in July to Tuesday would work into the 84 Director’s schedule better. 85 Update/Discussion of Agenda Items by Council Member Margaret Wille a. 86 None 87 AC development of list of questions/concerns to discuss with the Planning Director, Duane b. 88 Kanuha. 89 Joel Cohen said that he believes in community involvement, government and how it functions, 90 federal and state, and county and how they work together and now to improve those working 91 relationships. Joel also said that he would like to ask about using government bonds as an 92 alternative for funding. 93 Reference was made by Jojo that the some ideas for the list had been discussed during the last 94 meeting. 95 No further discussion occurred. 96 Capital Improvement Plan (CIP). c. 97 John Hoover requested that the Puako Sewer System Treatment Study be taken off the list. 98 The discussion for the draft letter to the Department of Public Works was postponed at the 99 request of Roger Harris. 100 Discussion of Update Issues/Suggestions for the SKCDP/General Plan d. 101 No new issues/suggestions. 102 2.Sub-Committee Reports. 103 Waikoloa a. 104 i.John Mueller distributed the Waikoloa subcommittee minutes. He said that he met with Jojo 105 regarding Kawaihae and they discussed view plane policies from the NKCDP and that 106 Waikoloa is interested on working with NKCDP AC to amend the SKCDP to be worded the 107 same. He said he would like to work with the NKCDP AC, Puako and Kawaihae. 108 Kawaihae b. 109 i.Jojo reported that they had an Ahu Moku meeting to discuss cultural and historical issues. 110 th She said that July 7 was scheduled to be the next meeting at Spencer Park. 111 Puako c. 112 i.John Hoover reported that the cesspool replacement plans are moving forward, and that the 113 NOAA program is ongoing. John said that the State wants to create a park system along the 114 Kona Kohala coast. 115 d.Waimea 116 i.Kit Roehrig said that Sierra is the first person to send an email to the AC email account. 117 e.District-Wide 118 Page 3 of 4 i.Roger Harris said that he and Joel are poposing a district-wide inventory of educational 119 facilities to figure out future higher educational opportunities. Roger said that they are 120 looking for options for a high school site. 121 f.Long Term Education Planning – Joel Cohen/John Mueller 122 i.There was discussion by the AC of forming a subcommittee including Joel Cohen, Roger 123 Harris and John Mueller to further investigate higher educational opportunities, map them 124 and come to a consensus of where to located them. Kit Roehrig made a motion to create an 125 investigatory subcommittee to further research high education opportunities and to propose 126 future sites with John Mueller, Roger Harris and Joel Cohen.
