Action Committee will continue ongoing review of SKCDP Goals, 24 Policies and Actions & discuss roles & responsibilities. 25 The AC requested to have next meeting’s agenda include a discussion to create a list of 26 concerns/issues/questions to discuss with the Planning Director at the July Meeting. Staff was 27 asked to check with the Director if moving the meeting in July to Tuesday would work into the 28 Director’s schedule better. 29 Update/Discussion of Agenda Items by Planning Director, Duane Kanuha or authorized a. 30 representative. 31 None 32 Update/Discussion of Agenda Items by Council Member Margaret Wille b. 33 None 34 Capital Improvement Plan (CIP). c. 35 No new issues/projects proposed. 36 Discussion of Update Issues/Suggestions for the SKCDP/General Plan d. 37 No new issues/suggestions. 38 2.Sub-Committee Reports. 39 Page 1 of 3 Permit Activity Comments from Action Committee a. – 40 Staff again confirmed that this will no longer be an agenda item but an informational list will be 41 attached to future agendas for applications in the district 42 The committee had discussion regarding putting the permit review of the subdivision 43 application for Flora B. Solomon on a future agenda for the committee to review again for 44 possible comments. Staff reminded the committee that all comments regarding application 45 review should address compliance or non-compliance with the CDP. Staff also informed the 46 committee that the application process of a subdivision would not be initiating a brand new 47 application but would re-activate the application. Jojo made a motion to have the Planning 48 Department reanalyze the application to determine what requirements are needed to 49 complete the subdivision and then the committee would provide comments. Joel Cohen 50 seconded (motion did not pass – Aye - Jojo, Joel; Nay – John H, Kit, John M. 51 Waikoloa b. 52 i.Written report submitted. 53 Kawaihae c. 54 i.North Kohala Community Development Plan Action Committee Access Subcommittee has 55 developed a Access Proposal that they have submitted to the Planning Department. The 56 Kawaihae subcommittee would like to have the AC forward a similar document to the 57 Planning Department for South Kohala. Concerns were raised for the how the document 58 was written and what the document was asking be done. Request was made to have a 59 member of the Access subcommittee attend a future meeting to explain the proposal. 60 nd ii.June 2 sub-committee meeting will include discussion regarding the Ahu Moku Council. 61 Puako d. 62 i.The community association has sent out notice that during the 7/9 meeting @ 6:00 pm they 63 will be revising the by-laws. 64 ii.Wastewater Treatment Concepts are still in the planning stage but they are getting closer to 65 making announcements. 66 e.Waimea 67 i.No Report 68 f.District-Wide 69 i.No Report. 70 g.Long Term Education Planning – Joel Cohen/John Mueller 71 i.Provided an update of the discussions going on at the state level for the education planning 72 for the island. And what research for information (statistical and contacts) is being sought. 73 h.Liaison Reports 74 i.Traffic Safety Committee 75 th 1)May 29 6:00 – 8:00 pm at the Waimea Civic Center State Department of 76 Transportation will hold an informational meeting on the State Transportation 77 Improvements Plan (STIP). 78 Page 2 of 3 ii.Waimea Community Association 79 1)Hawaiian Homes Commission on the island – meetings are being held at Kūhiō Hale 80 2)Waimea Nui project on-going 81 3)Puukapu Hybrid water system – the community is not happy with the water allotment of 82 600 gallons by the DHHL. 83 iii.Homestead Community Associations. 84 1)Will be asking Sierra Tobiason to present at the next meeting to update the 85 implementation efforts of the South Kohala Conservation Action Plan 86 i.Joint Meeting with Puna CDP AC 87 i.No Report 88 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA 89 Margaret Wille – Continue to stress to the administration to have the CIPs be led by the AC/CDPs; 90 DPW/Traffic Study – task force to look at the roadways in Waimea in a comprehensive way; Worked 91 with the Council and Administration to add in a time limit for the update of the General Plan; Want to 92 have a resolution to have the Planning Department to start with some of the initial update efforts of the 93 General Plan with meeting with the Action Committees; Working with mass transit for a 20 passenger 94 st bus to go from Waikoloa to the resorts to start July 1; Encourage the AC to work and coordinate 95 efforts with the NKCDPAC; Working on a Walk-able Waimea pathway program; Educational 96 discussion should start to tap the schools to see what the students are looking for as well as discussions 97 with Brian Delima; Update on the Bill 254(regarding the Public Trust National Resource Doctrine). 98 ANNOUNCEMENTS: 99 The Planning Assistant Contract has been selected and is being sent around for signatures and approval. 100 Hopefully we will have them on board for the next meeting. 101 Primary AC Staff will not be attending next meeting however another Planning Staff member will be 102 attending in her place. 103 Next Meeting June 23, 2014– 104 Waimea – Lilly Yoshimatsu Senior Center (Waimea Senior Center) UU Agenda : NKCDPAC Access Proposal, South Kohala Conservation Action Plan, Meeting Schedule for 105 2015 106 ADJOURNMENT: 107 Meeting adjourned at 6:45 pm 108 Page 3 of 3
