<br />NORTH KOHALA COMMUNITY DEVELOPMENT PLAN <br />ACTION COMMITTEE MINUTES <br /> <br /> <br />Monday, April 14, 2014, 5:00 pm <br />North Kohala Senior Center, 54-3900 Akoni Pule Hwy., Kohala, HI 96755 <br /> <br />ATTENDANCE <br />1. Members Present: John Winter, Joe Carvalho, Frank Cipriani, Christopher “Keone” MacKillop, Collin <br />Kaholo, and Susan Fischer. <br />2. Members absent: Faith Yates and Jon Adams <br />Also absent was Rosalind Newlon from the Office of the Hawai’i County Planning Department. <br />3. Public Attendance: Toni Withington, Carter Collins, Denise Nekrash, Kellyna Campbell, Joseph Campbell, <br />Jesse C. Wells, Lucy Pasco, Margot McFedries, Jerry Kremkow, Gale K. Perez, Sarah K. Perez and Lani <br />Eugenio. <br /> <br />I. CALL TO ORDER: The meeting was called to order at 5:00 pm by Chair, John Winter. <br /> <br />II. APPROVAL OF MINUTES: Minutes of the Meetings of March 10, 2014. <br /> <br />Minutes of the March 10, 2014 meeting were reviewed and discussed by the AC Members. A motion to <br />approve the minutes was made by Frank Cipriani, seconded by Keone MacKillop, and unanimously approved <br />with changes submitted by the AC members. <br /> <br />The minutes of the February 10, 2014 meeting were deferred by the Chair until next month’s Action Committee <br />meeting. <br /> <br />III. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: Toni Withington said the access guidelines <br />under consideration provide for interface with the Planning Department and are the result of six months of work <br />by the Access subcommittee. <br /> <br /> <br />IV. BUSINESS OF COMMITTEE <br /> <br />A. The Action Committee discussed a Cost of Government Commission letter dated March 12, 2014, <br />regarding the County’s policy to promote economy, efficiency, and improve service in the transaction of the <br />public business in the legislative and executive branches. The AC reviewed a draft response letter to the Cost <br />of Government Commission. A motion to approve sending the letter was made by Collin Kaholo, seconded by <br />Frank Cipriani, and unanimously approved. <br /> <br />B. The Action Committee reviewed the draft procedural guidelines for public access issues forwarded by the <br />Public Access Subcommittee, including the addition of site walk-throughs. A motion to reconsider the <br />guidelines again at the next Action Committee meeting on May 12 was made by Keone MacKillop, seconded <br />by Joe Carvalho, and unanimously approved. <br /> <br /> <br />V. SUBCOMMITTEE REPORTS: <br /> <br />a. Growth Management – no report <br /> <br />b. Public Access – Keone MacKillop reported there will soon be a walk-through at Bird Cave at Akoakoa Point. <br />A 160 mile endurance foot race called Grand to Grand is proposed during April or May 2015, for the areas of <br /> <br />
