NORTH KOHALA COMMUNITY DEVELOPMENT PLAN
ACTION COMMITTEE MINUTES
Monday, March 10, 2014, 5:00 pm
North Kohala Senior Center, 54-3900 Akoni Pule Hwy., Kohala, HI 96755
ATTENDANCE
1. Members Present: John Winter, Faith Yates, Susan Fischer, Frank Cipriani,
Joe Carvalho, and Jon Adams.
2. Members absent: Christopher “Keone” MacKillop and Collin Kaholo.
Also present was Rosalind Newlon from the Office of the Hawai’i County
Planning Department.
3. Public Attendance: Lucy Pasco, Carter Collins, Toni Withington, Jojo
Tanimoto, Jesse C. Wells, Marlene Ching, Margot McFedries, Gale Perez and
Noe Kalipi.
I. CALL TO ORDER: The meeting was called to order at 5:02 pm by Chair,
John Winter.
II. APPROVAL OF MINUTES: Minutes of the Meetings of January 13, 2014 and
February 10, 2014.
Minutes of the January 13, 2014 meeting were reviewed and discussed by
the AC Members. A motion to approve the minutes was made by Susan
Fischer and seconded by Joe Carvalho, and were unanimously approved
with changes submitted by the AC members.
The minutes of the February 10, 2014 meeting were deferred by the Chair
until next month’s Action Committee meeting.
III. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: Toni Withington
made a statement regarding the Kohala Kai grant of easement agreement
and said that work is being done to work out a solution for the Ala Loa trail.
Jojo Tanimoto said that the South Kohala CDP Action Committee and the
Hawaiian Homelands were not made aware of a meeting to discuss the Ala
Loa trail.
IV. SUBCOMMITTEE REPORTS:
a.
Growth Management –Jon Adams said that there were no applications to
report on this month.
b.
Public Access – Joe Carvalho provided updates on trails and access
easements: Akoakoa Point-there a walk-thru with representatives is

scheduled for March 22; Hapu’u – Kapanaia – there is an effort to get lot
7 purchased for open space; Kauhola Lighthouse – the management plan
has been published; Kaiolena - an additional $100,000 is needed to
purchase Lot F; Ponoholo/VonHolt - the Ala Loa trail is part of the
proposed public access trail, which is ¼ mile long; Kohala Kai – County
Council approved the public access agreement. A good faith agreement
is being discussed with the developer regarding giving an easement from
the Ala Loa trail to the ocean. No settlement yet on the good faith
agreement; Joe said that the subcommittee meets on the first Wednesday
of the month at the North Kohala Senior Center at 4:30pm

Water, Parks ad Road Improvement – John Winter reported for the

subcommittee and provided a handout with his report. John said that the
subcommittee will submit a report to the Action Committee that will
summarize the water issues. John also reported on the Hisaoka Gym and
said that the goal is to request that the roof be repaired and structured to
accommodate both photovoltaic and catchment water systems. John said
that the green waste subcommittee is looking for volunteers.
In regards to roads, Jojo Taniomoto made an announcement that the
Kawaihae road bypass is on the Statewide Transportation Improvement
Program (STIP) program and that the State Department of Transportation
will be holding a meeting Wednesday at the Kona Outdoor Circle.

Power, View lanes and Erosion Control –Susan Fischer said that the

subcommittee is being asked to help with erosion control ideas at the
north side of the gulch before you get to Kawaihae where there is a 14
acre parcel. Carter Collins, a subcommittee member, provided a report on
solar powered bikeways that is a technology that could be used to
construct a bikeway for use during the day and night along Akoni Pule
Highway. Carter said it includes solar panels with water catchment
systems that would pump water north or south as needed to create
opportunities for agriculture.

Affordable Housing – No report.
f.
Agriculture – Frank Cipriani reported that the subcommittee is continuing
to work on the important agricultural land (IAL) initiative and that the
Trumpy IAL petition will be submitted this month. Frank reported that the
Hoea Makai project, a strategically sited agriculture project for ocean
energy and freshwater aquaculture is ongoing. Frank said he wants to do
a soils testing program over a period of three months to analyze the
effects of soil refurbishing. Frank also reported that the Kohala High
School is stocking 200 pounds of tilapia and constructing a place for
vegetables.

V. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: Gale Perez
made a comment about the Kohala Ditch and asked who she could contact
to get more information.
VI. ANNOUNCEMENTS:
There was an announcement that the State Department of Transportation
will be holding a meeting on Wednesday, March 19, 2014, at the Kona
Outdoor Circle.

VIII. ADJOURNMENT: There being no further business, a motion was made by
Jon Adams and seconded by Frank Cipriani to adjourn the meeting which
was unanimously approved. The meeting adjourned at 5:55 pm.
