Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3)minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on October 14, 2014. (5 min) NEW BUSINESS: 1. Connectivity and Emergency Response Subcommittee (CERS) Report: Marlene will report on the activities of the CER subcommittee since their last written report to the Action Committee. (15 min) 2. Subcommittee Guidelines: Staff will remind the AC of the minimal operational protocols that subcommittees should be following to be in compliance with the Sunshine Law. The AC will also have an opportunity to discuss the need for operational guidelines for the subcommittees. (15 min) 3. Mass Transit Subcommittee (MTSC): June Conant will report on the activities of the subcommittee since their last written report to the Action Committee. (10 min) 4. Communication 2014-74 -Budget Subcommittee: Members of the Budget Subcommittee will present their prioritized FY 2015-16 CIP list for approval by the AC to be forwarded on to the Planning Director. (15 min) 5. Draft grubbing and Grading Brochure: Elmer Solis will continue discussion on developing an informational brochure for grubbing and grading based on the Volcano brochure. Communication No. 2014-76-Town Hall Subcommittee: Members of the Town Hall Subcommittee will present their letter that summarizes the information collected from Community Associations regarding Village Town Center locations that may serve as appropriate sites for the relocation of businesses affected by the lava flow on either a temporary or permanent basis for approval by the AC to be forwarded on to the Planning Director. (15 min) 7. Impact of the Lava: The PCDP AC will discuss the impacts that the lava flow is having on the Puna Community and the potential short term and long-range effect it may have on implementing the PCDP. (15 min) UNFINISHED BUSINESS: 1. Communication No. 2014-63.1 - Draft Grubbing and Grading Bill Proposed by Malama O Puna: The AC will consider a draft bill presented by Rene, proposing stiff fines and penalties for land owners and heavy equipment operators who violate the existing grubbing and grading laws. (20 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the December 9, 2014 meeting. "Other reasonable modification"refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist,you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15,Section 2— 91.3(b),Hawai'i County Code). A lobbyist means,"any individual engaged for pay or other consideration who spends more than five hours in any month or$275 in any six-month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15,Section 2—91.3(a)(6),Hawai'i County Code).
