Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and 2. must comply with HRS § 92-7(d)) BUSINESS OF COMMITTEE SKCDP Implementation. Action Committee will continue ongoing review of 1. SKCDP Goals, Policies and Actions & discuss roles & responsibilities. Update/Discussion of Agenda Items by Council Members: District 1 – a. Valerie Poindexter and District 9 – Margaret Wille Capital Improvement Plan (CIP). b. The Action Committee will review and discuss the South Kohala Community Development Plan CIP project list for submission to the Planning Department for consideration. Please see attached for the Current Project List. i. Roger Harris will report on the status of drafting letter requesting funding availability/status from the Department of Public Works for traffic study projects in the Waimea/Kawaihae areas. Discussion of Update Issues/Suggestions for the SKCDP/General Plan c. General Planning Department Permit Processing Overview d. – Staff will provided the Action Committee with a general overview of how Planning Department Permit Applications are processed. Review Discussion of Bill 281 relating to Planned Unit Developments e. (PUD) Applications before the County Council . Discussion Items from AC Member Anika Glass: f. i. Road Safety in Kohala: Anika will lead a discussion of 2 roadway documents: Waikola Capacity and Safety Improvements Study and Federal-Aid Highways 2035 Transportation Plan for the District of Hawai‘i ii. Anika will lead discussion of how an existing special permit affects the land and safety: Special Permit (SPP164) amended in 2010 allowed for the continued operation of the Pu’u Hinai Quarry Long-Term Planning Strategy Discussion, Per AC Member Joel Cohen g. – the Action Committee will discuss various long-term planning area of interest (i.e. Water, Education, road network) Sub-Committee Reports. 2.Action Committee will review sub-committee reports and recommended motions and discussion items to place on the next meeting agenda for action. a. – John Mueller Waikoloa b. SKCDP AC/PCDP AC – STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS  Next Meeting December 15, 2014 – Waimea, Lilly Yoshimatsu Senior Center (Waimea Senior Center) ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
