HomeMy WebLinkAbout2014-10-16 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES OCTOBER 16, 2014 The Leeward Planning Commission met in regular session at 9:30 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Collin Kaholo and Keith Unger ABSENT AND EXCUSED: Barbara Nobriga and Thomas Whittemore ALSO PRESENT: Duane Kanuha (Planning Director), Amy Self (Deputy Corporation Counsel), Jeff Darrow (Planner), Maija Jackson (Planner) and Noriko Sauer (Commission Secretary) And three people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. He also described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANT: SCV POOLS, SPAS, MASONRY INC. on behalf of Jimmy Rex Robinson (SSV 14-09) Continued discussion and action regarding the application for a Shoreline Setback Variance to allow the construction of a salt-water swimming pool, spa, concrete deck and 4-foot high pool security fence within the 20-foot shoreline setback area. The property is situated along the south (makai) side of the Kona Bay Estates private subdivision road, Kona Bay Estates Subdivision, Kailua-Kona, Hawai‘i, TMK: (3) 7-5-005:024. The Chair announced this item was postponed until the next meeting. INITIATOR: PLANNING DIRECTOR An ordinance amending Chapter 25 (Zoning Code), Article 5 of the Hawai‘i County Code 1983 (2005 Edition, as amended), relating to zoning district regulations for dwellings within the Industrial-Commercial Mixed (MCX) zoning district. The purpose of this amendment is to allow double-family and multiple-family residential dwelling units within the MCX zoning district. The Commission took up this item at 9:32 a.m. with three people from the public in attendance. (SEE EXHIBIT A) 1 INITIATOR: COUNTY COUNCIL (Bill No. 266) County Council Bill No. 266 amending Chapter 23, Article 4, Section 23-58 and Article 5, Section 23-68 of the Hawai‛i County Code 1983 (2005 Edition, as amended), relating to submission of the preliminary plat and final plat for an application for subdivision. The purpose of these revisions is to require the preparation of both the preliminary and final plat maps by a surveyor. The Commission took up this item at 9:40 a.m. with three people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up the following minutes at 9:46 a.m.: July 17, 2014 and September 18, 2014 – Commissioner Hickcox moved to approve both sets of minutes as submitted. The motion was unanimously carried by a voice vote of all Commissioners present. ADMINISTRATIVE MATTERS 1.Status of applications heard by Leeward Planning Commission that are pending before County Council. – There were no updates. ANNOUNCEMENTS – Ms. Self introduced the Commission’s new counsel, Mr. Danny Patel, Deputy Corporation Counsel, who was seated in the audience during the meeting. ADJOURNMENT – There being no further business, at 9:48 a.m., Commissioner Hickcox moved to adjourn the meeting, and the motion was unanimously carried by a voice vote of all Commissioners in attendance.
