INFORMATION FOR THE FINAL REPORT
The Commission will discuss the subcommittees' progress in meetings with
the various departments to investigate and gather information from various
departments and agencies of the County of Hawaii to assist in the preparation
of the final report.

6. DISCUSSION /ACTION REGARDING PROPOSED RECOMMENDATIONS AND
FORMAT AND CONTENTS OF FINAL REPORT
Includes discussion /action on the proposed recommendations and format of the
final report.

A. Develop and implement a computer tracking system for County vehicles
within significant departments and /or County -wide. Mileage reports are
to be mandated and timely.
B. Modify overly burdensome form policies within County departments to
increase the flow of communication.
C. Add a bus line for the Kona - Kealakehe- Airport corridor. This region also
includes the West Hawaii Civic Center, Honokohau Harbor, the new
Kaiser Permanente building, and the planned West Hawaii Community
College at Palamanui, on schedule to open for the fall of 2015 to serve
approximately 700 students.
D. Implement a vehicle pool program, using computer /internet based
reservation system to reduce number of department fleets and gain
improved efficiency of vehicle use.
E. Allocate funds from the general operating budget to purchase
personnel /HR software to accurately and efficiently manage County
employee /personnel records /actions and time sheet submission /payroll
processing.
F. Explore a flexible schedule model for employees.
G. Explore use of debit and credit cards at the Department of Motor Vehicles.
H. Explore the implementation of employee punch clocks.
Explore the implementation of a County of Hawaii information hotline.
Explore combining Hawaii County and West Hawaii bands or contracting
to non - profit to oversee.
K. Suggestions for improving County of Hawaii communications with public.
L. Explore the possibility of shortening police reports for minor traffic
incidents.
M. Explore system to make arrests processing faster.
N. Explore possibility of implementing fix it tickets /citations for traffic offenses
and adjust officers monthly ticket goals.

Notice if hereby given that pursuant to Hawaii Revised Statutes § 92 -3.5,
the'Cost of Government Commission will be conducting this meeting via
videoconference. If audio stream between Kona and Hilo is lost for more than
a short period of time, the meeting will be terminated. A commission member(s)
will be present at the following location:
• Kona Council Room, Conference Room A, West Hawaii Civic
Center, 74 -5044 Ane Keohokalole Highway, Building A, Kailua -Kona,
Hawaii 96740. (Pursuant to Hawaii Revised Statutes § 92 -7.)
Public attendance via videoconference will be available at both the Hilo and
Kona locations.
The next meeting of the Cost of Government Commission will be held on
December 11, 2014 at 1:00 p.m. at the Puna Conference Room, 25 Aupuni
Street, Suite 1501, Hilo, Hawaii 96720.

NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a
lobbyist (Article 15, Section 2- 91.3(b), Hawaii County Code).
A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours
in any month or $275 in any six -month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials." (Article 15,
Section 2- 91.3(a)(6), Hawai'i County Code.)
Registration forms and expenditure report documents are available at the Office of the County Clerk -
