Communication No. 2014-78
PCDP Mass Transit Subcommittee minutes, November 25, 2014
In attendance: June Conant, Rusty Jones, Stephanie Bath, and Hannah Hedrick. Guest: Jesse Floyd
Hannah invited Jesse Floyd to share his ideas as to how the PCDP Mass Transit Committee can move forward
to accomplish its charge of providing better transportation to Puna. Jesse works for the Hawai'i State Council
on Developmental Disabilities and is the Big Island Program Specialist.
Jesse had a number of suggestions:
• Network with other mass transit components of big island CDPs
• Work with the County Council
• Contact the Office of aging to get their transport plan
• Contact the Hawaii County Economic Council regarding their transport plan
• Contact the State Dept of Transportation to ascertain: which meetings are open to the public, what
department oversees the Hawaii County mass transit, what federal funding sources are received and
used by Hawai'i County, and what funds are allocated to Puna
• Attend Transportation Commission meetings
• Check the Hawaii County code on transportation
The committee was in consensus to proceed with a letter to the Attorney General to ask if Hawai'i County has
a master transit plan and a letter to the Dept of Transportation to ascertain if transportation commissions are
under the sunshine law, and what is the mission and charge of these commissions.
Jesse also spoke about WIOA,the Work Force Innovation and Opportunity Act, a new law which will bring large
amounts of funds to Hawai'i County to promote jobs for the disabled. Since transportation to the jobs is a
crucial component, now is a good time to push forward for better mass transit.
Jesse was very helpful with his suggestions and he will be a welcome resource. We sincerely thank him for
taking the time to share his expertise.
Jon Olson was not able to attend but did send an email that at the most recent Transportation Commission
meeting,Tiffany Kai announced that there will be airport service 3 times daily starting in March, 2015. June
said that MTA now has a transportation specialist,John Andoh. She will get more information on what his
duties are.
There will be no meeting in December. The next committee meeting will be Tuesday,January 27, 2015 at 3:30
pm.
Respectfully submitted,
June Conant
