ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the PCDP project manager prior to the completion of each public testimony
portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the
Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the
discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on November 18, 2014.
NEW BUSINESS:

1. Communication 2014 -79 — Connectivity and Emergency Response Subcommittee (CERS)
Report: Marlene will report on the activities of the CER subcommittee. (10 min)
2. Communication No. 2014 -66.1 — CERS Letter to Kalapana Sea View Estates (KSVE)
Residents: The PCDP AC will consider a second draft letter to KSVE residents submitted by
the CERS readdressing connectivity location 431 as presented in the Emergency Response
Subcommittee of the PCDP Report on Prioritized Connectivity Locations, May 13, 2014.

3. Town Hall Subcommittee: Members of the Town Hall Subcommittee will report on their
December 6th informational booth at the Pdhoa Christmas Parade. (10 min)
4. Communication 2014 -78 — Mass Transit Subcommittee (MTSC): June Conant will report
on the activities of the subcommittee. (10 min)
5. Communication No. 2014 -77 — Volcano Long Range Plan Subcommittee (VLRP) Report:
Members of the VLRP will summarize their subcommittee meeting minutes and report on the
activities of the Subcommittee. (10 min)

6. Grubbing and Grading Brochure: Elmer will update the AC on the status of the Grubbing
and Grading Brochure. (15 min)
7. Communication No. 2014 -63.2 — Support letter for Malama O Puna: The AC will consider
a draft letter supporting Malama O Puna's draft Grubbing and Grading Bill. (15 min)
8. Election of Chairperson and Vice Chairperson: The AC will nominate and elect a Chair and
Vice Chair for 2015. (15 min)
9. Impact of the Lava: The PCDP AC will discuss the impacts that the lava flow is having on
the Puna Community and the potential short term and long -range effect it may have on
implementing the PCDP. (15 min)
UNFINISHED BUSINESS: None
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the January 13, 2015
meeting.

If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 —
91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my
communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
