Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and 2. must comply with HRS § 92-7(d)) Elections for 2015 Chair and Vice-Chair 3. BUSINESS OF COMMITTEE Update/Discussion of Agenda Items by Council Members: District 1 – 1. Valerie Poindexter and District 9 – Margaret Wille Meeting Protocols/Procedures – the Action Committee will review and revise 2. meeting comment time limits and subcommittee report formats, member/backup for subcommittees. Review Discussion of Bill 281 relating to Planned Unit Developments (PUD) 3. Applications before the Planning Commission/County Council . State Land Use Commission statewide meetings on land use regulation – 4. Jojo Tanimoto will lead a discussion of the LUC statewide meetings on land use regulations and has proposed the following motion be considered. a. The SKCDPAC requests that the Planning Director include in to the Planning Department comments to the State Land Use Commission Boundary Review the following comments Hawai`i County is an Equal Opportunity Provider and Employer www.cohplanningdept.com planning@co.hawaii.hi.us i. What is not working is the Kawaihae community request to recognize the Pelekane Watershed as a watershed in the Land Use Commission Boundary Review. ii. What is not working is the portion of the Pelekane Watershed that affects the water quality of Pelekane Bay and surrounding marine environment, is not in conservation designation. iii. What is not working is the Palihae Stream that runs from the Watershed directly into Pelekane Bay. Sub-Committee Reports. 5.Action Committee will review sub-committee reports and recommended motions and discussion items to place on the next meeting agenda for action. a. – John Mueller Waikoloa i. Anika Glass shall lead discussion and background information regarding a number of traffic intersections in the South Kohala district along the Queen Kaahumanu Highway near the Waikoloa and Mauna Lani Resorts and requests that the following motion be considered: The SKCDPAC request the Planning Department research original and and subsequent permits for both the Hilton Waikoloa Village and Mauna Lani Resorts to determine what their responsibilities are for their Queen Kaahumanu intersections. What are they responsible for and when must they provide it? Provide documentation for future reference. b. - John Hoover Puako c. - Christopher Roehrig/Joel Cohen Waimea d. - Roger Harris District-Wide e. - Joel Cohen Long Term Education Planning Other Reports f. – i. Liaison Reports 1. Traffic Safety Committee 2. Waimea Community Association – 3. Homestead Community Associations – Josephine Tanimoto Status Update of Website Organization – Joel Cohen and Kit Roehrig will 6. provide the AC with an update of the Website file organization. Training Update and Banner Purchase Request – Staff will provided the 7. Action Committee with a general overview of available training by Corporation Council as well the SKCDPAC binder information that has been developed for new members and status of request for purchase of a banner for the committee. Capital Improvement Plan (CIP). The Action Committee will review and 8. discuss the South Kohala Community Development Plan CIP project list for submission to the Planning Department for consideration. Please see attached for the Current Project List. a. Roger Harris will report on the status of drafting letter requesting funding availability/status from the Department of Public Works for traffic study projects in the Waimea/Kawaihae areas. b. The Action Committee will also discuss State Transportation Improvement Plan projects and how they impact the South Kohala District. Discussion of Update Issues/Suggestions for the SKCDP/General Plan The 9. Action Committee will continue discussion on potential amendments for the SKCDP and the General Plan to be forwarded to the Planning Department. Please see attached for the Issues/Suggestion list. STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS  Next Meeting January 26, 2015 – Waimea, Lilly Yoshimatsu Senior Center (Waimea Senior Center) ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
