HomeMy WebLinkAbout2014-11-20 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES NOVEMBER 20, 2014 The Leeward Planning Commission met in regular session at 9:33 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Collin Kaholo, Barbara Nobriga, Keith Unger and Thomas Whittemore ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation Counsel), Daryn Arai (Planning Program Manager), Maija Jackson (Planner), Christian Kay (Planner) and Noriko Sauer (Commission Secretary) And approximately 16 people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. He also described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. UNFINISHED BUSINESS APPLICANT: SCV POOLS, SPAS, MASONRY INC. on behalf of Jimmy Rex Robinson (SSV 14-09) Continued discussion and action regarding the application for a Shoreline Setback Variance to allow the construction of a salt-water swimming pool, spa, concrete deck and 4-foot high pool security fence within the 20-foot shoreline setback area. The property is situated along the south (makai) side of the Kona Bay Estates private subdivision road, Kona Bay Estates Subdivision, Kailua-Kona, Hawai‘i, TMK: (3) 7-5-005:024. The Commission took up this item at 9:35 a.m. with approximately twelve people from the public in attendance. (SEE EXHIBIT A) NEW BUSINESS APPLICANT: ORCHID ISLE AUTO CENTER (REZ 14-179) Application for a Change of Zone from Agricultural 1-acre (A-1a) to Village Commercial-10,000 square feet (CV-10) for approximately 1.002 acre of land. The property is situated immediately adjacent to the north of the Orchid Isle Auto Center that is located at the northeastern corner of stnd Kuakini Highway and Lako Street intersection, Hōlualoa 1 and 2, North Kona, Hawai‘i, TMK: 7-6-013: 017. 1 The Commission took up this item at 10:10 a.m. with approximately 20 people from the public in attendance. (SEE EXHIBIT B) RECESSED The Chair called a recess at 11:22 a.m. RECONVENED The meeting reconvened at 11:35 a.m. APPLICANT: ANEKONA ‛ŌULI KĀNEHOA VOLUNTEER FIRE CO. (SPP 14-169) Application for a Special Permit to allow the development and operation of a fire vehicle apparatus garage and related improvements on approximately 3.132 acres of land situated within the State Land Use Agricultural District. The project site is located adjacent to the east of the ‛Ōuli Self Help Housing Project subdivision and west of the Anekona Estates subdivision in ‛Ōuli, South Kohala, Hawai‘i, TMK: 6-2-001: 075. The Commission took up this item at 11:35 a.m. with approximately twelve people from the public in attendance. (SEE EXHIBIT C) MINUTES – The Commission took up the following minutes at 11:59 a.m.: October 16, 2014 – Commissioner Hickcox moved to approve the minutes as submitted, and the motion was unanimously carried by a voice vote of all Commissioners. ADMINISTRATIVE MATTERS 1.Status of applications heard by Leeward Planning Commission that are pending before County Council. – There were no updates. ANNOUNCEMENTS – There were no announcements. ADJOURNMENT – There being no further business, at 12:01 p.m., Commissioner Hickcox moved to adjourn the meeting, and the motion was unanimously carried by a voice vote of all Commissioners.
