PRESENTATION
Greg Mooers, will provide the Action Committee with an overview of a planned

Change of Zone application (current project name, Kohala Shoreline). The
applicants are now preparing a Draft Environmental Assessment for a change of
zone application to R-3a and submitting a new SMA.

State Land Use Commission statewide meetings on land use regulation –

Jojo Tanimoto will continue to lead a discussion of the LUC statewide meetings
on land use regulations and has proposed the following motion be considered.
a. The SKCDPAC requests that the Planning Director include in to the Planning
Department comments to the State Land Use Commission Boundary Review

i. What is not working is the Kawaihae community request to recognize the
Pelekane Watershed as a watershed in the Land Use Commission
Boundary Review.
ii. What is not working is the portion of the Pelekane Watershed that affects
the water quality of Pelekane Bay and surrounding marine environment,
is not in conservation designation.
iii. What is not working is the Palihae Stream that runs from the Watershed
directly into Pelekane Bay.

discuss the South Kohala Community Development Plan CIP project list for
submission to the Planning Department for consideration. Please see attached
for the Current Project List.
a. Roger Harris will report on the status of drafting letter requesting funding
availability/status from the Department of Public Works for traffic study
projects in the Waimea/Kawaihae areas.
Discussion of Update Issues/Suggestions for the SKCDP/General Plan

SKCDP and the General Plan to be forwarded to the Planning Department.

Notice:
The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard
on the above items. According to the Operating Guidelines of the Kona Community Development Plan
Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and
whether the testimony is on her/his behalf or as a representative of an organization or individual. Written
testimony shall be submitted with an original and nine copies prior to testifying. The Committee would
appreciate timely submittal to the Planning Department at least one week prior to the hearing date to
allow for mailing and thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a
lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged
for pay or other consideration who spend more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by communicating or
urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County
Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation
to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no
later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other
reasonable modification” refers to communication methods or devices for people with disabilities who are
mentally and/or physically challenged
