Kenoi Duane Kanuha MayorDirector Bobby Command Deputy Director County of Hawai‘i PLANNING DEPARTMENT PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE  Aupuni Center 101 Pauahi Street, Suite 3 Hilo, Hawai‘i 96720  Phone (808) 961-8288 Fax (808) 961-8742 MEMORANDUM Date: January 13, 2015 To: Duane Kanuha, Planning Director From: Patti Pinto, Puna CDP Action Committee Chair Subject: State Land Use Boundary Amendment (SLU 14-000041) and Change of Zone Application (REZ 14-000184) Applicant: 130 Holdings LLC Request: Agriculture to Urban A-3a to CV-1a Tax Map Key: 1-6-010:083 At our January 13, 2015 meeting the Action Committee of the Puna Community Development Plan considered the subject request for a state land use boundary amendment (SLU 14-000041) from agriculture to urban and a change of zone application (REZ 14-000184) from agricultural 3 acres (A- 3a) to village commercial 1 acre (CV-1a) by 130 Holdings LLC for a proposed commercial center in the Orchidland subdivision. We would like to offer the following comments on the requests: Although the proposed commercial development is within the Orchidland Neighborhood Village Center boundaries as defined in the Puna CDP (Figure 5-10) the Action Committee does not support the boundary amendment and change of zone request as outlined. We feel that the increased traffic impacts at the intersection of Highway 130 and Orchidland Drive would create traffic conditions inconsistent with the Puna CDP Chapter 4.  Highway intersections with substandard private streets are dangerous due to inadequate lighting or intersection controls, combined with high traffic speed along the highway Thank you for extending the opportunity to comment on this SLU Boundary Amendment and Change of Zone application.
