HomeMy WebLinkAbout09-03-2014 Public Access Subcommittee Meeting Notes North Kohala Community Access Group Meeting Notes September 3, 2014 (Old Courthouse 4:30pm) Participants Jack Hoyt, Beth Robinson, Greg Mooers, Marlene Ching, Rick Gmirkin, Ted Matsuda, Toni Withington, Charlie Anderson, Joe Carvalho Akoakoa Point (Bird Cave)  NSTR – Nothing Significant to Report Hapu'u – Kapanaia  Lots 8 & 9 of Pacific Plains, LLC are listed in the MLS. These lots are also on the PONC list for public purchase. o Also trying to get Kamehameha Schools involved Hawaii Island Land Trust designated the shoreline properties as iconic lands Halelua  Beth reported Lots 3, 4, and 5 are in escrow—Buyer wants to use meditation permit Coastal Lot 1 still available Kauhola Lighthouse  NSTR. Halaula Mill Road  Update from county received after meeting:  The Planning Department has taken the NKCAG comments under advisement in review of the Halaula Mill Road Grant of Easement. A copy of the revised GOE is attached. As the proposal is in compliance with the 2002 Settlement Agreement without any requests for deviation, we will be recommending that the Director submit the GOE to the Mayor and Council with recommendation for approval Ainakea – Makai  Update from county received after the meeting: The Planning Department did take the NKCAG comments provided on the Draft GOE for the Ainakea  (Anderson) property under advisement, and will be working with the landowner to schedule a walk- through of the access in coordination with interested parties, including the NKCAG. A revised GOE (attached) has been submitted by the applicants’ attorney to the Planning Department for review. The Planning Department will provide the NKCAG with a copy of our response to the current version of the GOE. NKCAG scheduled a walk thru for 4pm, Thursday, September 11, 2014. Meet at  courthouse . Pahoa Beach  Update from county received after the meeting:  Current public access path is attached as recorded on subdivision plat map SUB13-1242 and highlighted in purple Upolu Airport - East end of the runway  Update from county received after the meeting:  No reply received yet in response to our comments dated January 18, 2014. PD will follow up with a letter to landowner’s representative Note: At the meeting, Charlie Anderson indicated the modified access after the latest site walkthrough was not approved by the owner and should not have been submitted to the NKCAG as an alternative. The agreement from Surety is the easement that should be used. Page | 1 Upolu Airport - Restoration  Six informational signs placed on the western end of the jeep trail-signs were made by Halaula Middle School students, 6 more to be placed soon on the eastern end Some naupaka plants have taken, more to be grown and planted Kaiholena Lot F  The Ala Kahakai Trail Association is close to getting the remaining funds for the purchase. Toni Withington reported stewardship funds are being applied for by non-profit, Kohala Lihikai, for both Kaiholena and Pao’o Funds will be used for: Archaeology, preservation, user surveys, Education and wildfire mitigation and signage for the cultural sites School students and interested groups will be involved Kohala Shoreline, LLC  Greg Mooers reported:  Dr. Bob Rechtman and I will be conducting a site visit with the Kailapa representatives at th 7:30am September 19. If any members of the NKCAG would like to attend please meet at the highway on the southern end of the Hawaii by 7:30am that day. We will also be meeting with Jojo Tanimoto and the South Kohala Community Development Plan Action Committee rted cultural impact assessment still in process on September 22 at 5:00pm Greg wants to get as much public input possible Kohala Kai  Ala Kahakai - NPS will make a time line for the easement They will do community meetings in North & South Kohala to get input. Charlie Anderson indicated no building will be done on Ala Loa trail—deed has been restored to show trail Fishermen’s trail still shoreline public access easement Deadlines for agreements have been extended with EWM per county request Access Group Interfacing with the Action Committee and the County  Waiting on county National Park Service (NPS) trail identification hikes  The National Park Service, Ala Kahakai NHT will be holding Trail Identification Workshops on state lands in North Kohala. They are requesting dates from the community for these hikes. First hike is scheduled for September 5, 7am-12 noon from Pu’u Ala (Red Hill) to Black point along the Ala Loa trail New Items  Signage along coasts, especially newly acquired lands  Charlie and Rick reported erosion from vehicles driving along the coasts washing into ocean. Rocks are being illegally removed by commercial builders, trees are being cut for firewood and fence posts. An educational and enforcement program is badly needed to educate the public-Toni acknowledged it would be a primary objective for stewardship Charlie suggested contacting DLNR, NPS and County to have signs made especially for cultural sites Next meeting  October 1, 2014; 4:30pm at Old Courthouse Page | 2
