Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on January 13, 2015. (5 min) NEW BUSINESS: 1. Communication No. 2015 -8 - Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai will report on the activities of the subcommittee. The report consists of general subcommittee topics including the following: - Discussion of Priorities with new lava flow challenges: subcommittee's discussion on increased traffic to Highway 11 via Chain of Craters Road if lava closes Highway 130; and - Discussion of Informational meeting with Department of Public Works: subcommittee presented the May 13, 2014 Connectivity Locations Priority Report to DPW staff for review in preparation for their annual priority report. (10 min) 2. Pahoa Regional Town Center Plan Subcommittee (PRTCPSC): Mark Hinshaw will report on the activities of the subcommittee. (10 min) 3. Volcano Long Range Plan Subcommittee (VLRP): Members of the VLRP will report on the activities of the subcommittee. (10 min) Hapai `i County is an Equal Opportunity Provider and Employer 4. Communication No. 2015 -5 - Mt. View Village Center Plan Subcommittee (MTVS): Patti Pinto will report on the activities of the subcommittee. The report consists of general subcommittee topics including the following: - Review of accumulated work: subcommittee's review of the progress of work in gathering background data for plan development - Format of Plan: subcommittee's discussion on what format the village plan should take. Consensus to follow the format of the Puna CDP; and - Design Guidelines: subcommittee's discussion on the need to develop design guidelines and signage guidelines. (10 min) 5. Communication No. 2015 -6 - Mass Transit Subcommittee (MTSC): June Conant will report on the activities of the subcommittee. The report consists of general subcommittee topics including the following: - Subcommittee's discussion on efforts for "hub and spoke" transit service for Puna; and - Submittal for AC consideration, draft letter to Mass transit Agency, Communication No. 2015 -7. (10 min) 6. Communication No. 2015 -7 — AC to Tiffany Kai (Mass Transit Agency) Requesting Information: The PCDP AC will consider the draft letter submitted by the MTSC requesting information on: - Number of operational buses and which areas are they serving; - Status of the development of the Hawaii Island Mass Transit Master Plan; and - Status of the development of mass transit service to the airports and post offices. (15 min) 7. Impact of the Lava: The Puna CDP AC will discuss the impacts that the lava flow is having on the Puna Community and the potential short term and long -range effect it may have on implementing the Puna CDP. UNFINISHED BUSINESS: 1. Communication No. 2015 -4: Proposed Planning Director - Initiated Amendment to Map 14 of the Land Use Pattern Allocation Guide ( LUPAG) Map of the County of Hawaii General Plan: The PCDP AC will discuss and consider recommendations to the proposed Director- initiated LUPAG amendment changing the land use designation for portions of Kea`au Village and immediately surrounding Kea`au Village. The PCDP AC will also consider Communication No. 2015 -4.2, draft recommendation letter from AC to Planning Director. (20 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the March 10, 2015 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. 2 If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
