HomeMy WebLinkAbout2015-9 VLRPS minutes 01Feb15 special meetingCommunication No. 2015 -9 Volcano Long Range Planning Committee Minutes Feb 1, 2015 The meeting at 19 -4020 Haunani Road began at 4:10 Attending: Dan Taylor, Sherry Vierra, Tim Tunison, Pat Conant, Pat Halpern, Jeffrey Mermel, Paul Freeman Agenda: Planning and Preparation for the Long Range Orientation Meeting for those residents that signed up at the Cooper Center Information Meeting Jan 16. Vikki reported that emails were sent or a telephone message was left for all community members who signed up on the VLRP Interest sheet passed out at the Jan 16 meeting. Dan indicated that Cooper Center President Linda Ugalde has also invited other interested community members via the community newsletter and personal contact. Members proposed a circle arrange of chairs to facilitate discussion, anticipating 30 + attendees with visual aids taped to the surrounding walls. Dan reviewed the discussion that he, Pat H. and Jeffrey had with April of the Planning Department. Planning is very supportive of developing the Plan, promoting a green corridor on Hwy 11 and a plan for a Village Center Overlay. They also discussed the community's expressed desire to define a Forest Canopy Overlay. Members questioned whether another survey was needed, since VLRP has no funding. The group decided that it was most important to educate and correct misinformation at the Orientation Meeting scheduled for Feb 5 at Cooper Center. Enlarging working subcommittees are the means to having opinions of the community reviewed, evaluated by residents and included in the VLRP. Having county funds released to hire a Planner is also a main priority. Unfortunately, Planning preferred not to be available for the Orientation meeting per Dan. Dan suggested that we have an information section to open the meeting, stressing that it was orientation to information and not a gripe session. Attendees will be reminded of that as necessary during the meeting. Also, break out groups will follow to allow all attendees a forum for having their concerns addressed. The defined concerns would then be open to discussion at the regular VLRP Planning Meeting Feb 19. Break Out Groups will be formed according to attendee interest. A scribe will make notes of points presented. These notes will be shared with the larger group and discussion will be at the next regular VLRP planning meeting Feb 19 @Cooper Center. Members had a lengthy discussion of the break out topics and settled on the following. • What attracted you to Volcano in the first place? • What needs to be done to protect the forest canopy in Volcano? • What should guide commercial development in Volcano? • What should the Village Center Core look like? (currently thought of as Niaulani, Post Office, Old Volcano School, Volcano Store, Kilauea General Store, Kilauea Lodge,Garden Arts, and other commercial areas such as gas stations, restaurants and businesses) The Agenda will be: 1. Introduction: (Dan)1 hour meeting time limit, Orientation only, review break out group process 2. History of Community Planning: (Sherry) 3. History of planning groups in Volcano: (Jeffrey) 4. PCDP guidelines: (Dan) Plan is in place and communities need to form action plan 5. Forest Canopy Overlay: (Tim) 6. Village Core Overlay: (Pat H.) 7. Volcano Long Range Plan Draft: (Dan) 8. Ground rules for Break Out Groups: (Dan) 9. Break Out Groups for 15 minutes (using the 4 topics above) 10. Break Out Suggestions Review (for discussion at Feb 19 VLRP meeting) Meeting ends 8 PM. VLRP members will be available for individual questions until 8:30. Preparation for Orientation Meeting Pat Halpern- blue painter tape for visual aids Vikki Milon- Sign in sheets, Agenda (sent to Sher Glas for VCA logo then to Pat C.) Pat Conant- Contact Linda Pratt to have L. Ugalde allow access to Cooper Center for set up at 6 PM. Make copies of Agenda above and Fact sheet from prior VCA annual meeting for distribution.
