Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on February 10, 2015. (5 min) NEW BUSINESS: 1. Communication No. 2015 -13 Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai will report on the activities of the subcommittee. The AC will discuss the report which consists of general subcommittee topics including the following: - The need to schedule meetings with other elected officials to share community input and encourage working in partnership with one another to create an action plan and acquire funding to address continuing connectivity needs; - Discussion on developing an ad hoc committee on Connectivity and Emergency Response; - Discussion on need to incorporate mass transit and linear parks at the same time as part of the infrastructure to meet additional community needs associated with connectivity and emergency response. (10 min) 2. Communication No. 2015 -12 Mass Transit Subcommittee (MTSC): June Conant will report on the activities of the subcommittee. The AC will discuss the MTSC report which consists of general subcommittee topics and information from a meeting with Tiffany Kai on February 19�'. The report includes the following: Airport /post office service - being scheduled and may be in service within 2 months; Kea`au bus shelter — discussion on the status, lack of funds to build shelter; Hawai `i County is an Equal Opportunity Provider and Employer - Mass Transit Plan — discussion on status of development of the plan; - Bus racks — discussion on the request to increase the size of racks to allow for 4 (four) bikes; - Hub and spoke - several scenarios were discussed regarding the lower Puna area and how to help the long rides for the residents of Nanwale; - MTA & DOE - discussion about the relationship between the Dept of Education and the use of public buses for students. (10 min) 3. Pahoa Regional Town Center Plan Subcommittee (PRTCPSC): Members of the subcommittee will report on their recent activities. (10 min) 4. Communication No. 2015 -11: AC -PD Draft Letter regarding a Consultant for the Pahoa Regional Town Center: The AC will decide on a draft letter to the Planning Director requesting that efforts for selection of a consultant for the Pahoa Plan be continued. (10 min) 5. Volcano Long Range Plan Subcommittee (VLRP): Members of the VLRP will report on the activities of the subcommittee. (10 min) 6. Mt. View Village Center Plan Subcommittee (MTVS): Patti Pinto will report on the activities of the subcommittee. (10 min) 7. Grubbing and Grading Brochure: Elmer will update the AC on the development of a Grubbing and Grading Brochure. (10 min) 8. Impact of the Lava: The Puna CDP AC will discuss the impacts that the lava flow is having on the Puna Community and the potential short term and long -range effect it may have on implementing the Puna CDP. UNFINISHED BUSINESS: NONE AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the April 14, 2015 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
