Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on March 10, 2015. (5 min) NEW BUSINESS: 1.Public Access, Open Space & Natural Resources Preservation Commission (PONC) : Representatives from PONC shall provide the Action Committee with a brief presentation about the Commission and nomination of properties by the public for 2015. (20 min) 2.Communication No. 2015-16: Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai will report on the activities of the subcommittee. The report consists of general subcommittee topics including the following: -Outcome from a meeting with Daniel Paleka and Greggor Ilagan. -Scheduling additional meetings with specific officials. -Discussion on topics of concern to CERS members and others in attendance. (10 min) 3.Communication No. 2015-18: Mass Transit Subcommittee (MTSC): June Conant will report on the activities of the subcommittee. The report consists of general subcommittee topics including the following: -Discussion on how to appropriately support a Citizens’ Action Committee to improve East Hawai’i Transportation. -Continued communication with Tiffany Kai regarding MTA issues. (10 min) Hawai‘i County is an Equal Opportunity Provider and Employer 4.Pāhoa Regional Town Center Plan Subcommittee (PRTCPSC) report and discussion on Planning Department letter regarding hiring a consultant for the Pāhoa Plan and Wastewater Treatment Study (Communication No. 2015-17) and consideration and possible action on a draft response letter to the Planning Department to reconsider Department’s position (Communication No. 2015-17.1): Members of the subcommittee will report on their recent activities. Additionally, the AC will discuss the Planning Department’s letter regarding the hiring of a Consultant for the Pāhoa Regional Town Center and Wastewater Treatment Study. The AC will discuss and consider action on a draft letter from the AC requesting reconsideration of the Planning Department’s position on hiring a Consultant. (30 min) 5.Volcano Long Range Plan Subcommittee (VLRPS) report and discussion on Planning Department response letter to VLRPS submittal (Communication No. 2015-14) and consideration and possible action on a letter from the VLRPS requesting advice on engaging the Planning Department for assistance with the Volcano Long Range Plan (Communication No. 2015-20): Members of the VLRPS will report on the activities of the subcommittee. Additionally, the AC will discuss the Planning Department’s response letter to the Volcano Long Range Plan submittal. The AC will also discuss and consider action on a letter from the VLRPS requesting advice on how to engage the Planning Department for assistance. (30 min) 6.Communication No. 2015-15: Mt. View Village Center Plan Subcommittee (MTVS): Patti Pinto will report on the activities of the subcommittee. The report consists of general subcommittee topics including the following: -Continued review of the information collected during the assets survey. -Continued work by the writing groups. -Discussion of news relevant to MTVS. (10 min) 7.Communication No. 2015-19: Budget Subcommittee Report: Members of the subcommittee will report on the activities of the subcommittee. (20 min) 8.General Plan Update: The AC will discuss the GP update as related to the PCDP. UNFINISHED BUSINESS: NONE AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the May 12, 2015 meeting. ' If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 – ' 91.3(b), Hawaii County Code).
